We are looking for someone who wants to help shape a completely new role with us.

As this position is new, the content will develop and change over time.

As an Operations Manager, you will have a key role in driving development forward and creating conditions for a high-quality environmental unit that strengthens the municipality's future.

You will become a central link in the work of developing the environmental unit, coordinating and following up. You will work to ensure high quality in processes, lead and motivate the workgroup, and contribute to the strategic development of the operations. Your work will be in close collaboration with the unit manager, and you will represent the employer in your tasks. The role involves many internal collaboration forums and dialogues, as well as external contacts.

Kungälv is a growing municipality, which means that the need for supervision and assessments is constantly increasing. Since 2014, the population has grown from 42,000 to about 50,000 residents. More businesses/operations mean a greater need for supervision, more residents mean more work with assessments/supervision and advice, as well as more incoming complaints. We are hiring more staff in the unit, and the position will involve great variety and exciting challenges.

We in the environmental unit are an ambitious, engaged, and helpful group of about 30 people; one manager, two registrars, one system administrator, and the rest case handlers. The team spirit is strong, and we all take responsibility and contribute to delivering on our assignments and continuously developing. We collaborate and thrive!

Responsibilities

In your role, you will among other things:

  • Lead and coordinate the work within the various working groups to ensure quality and efficiency in processes and be responsible for operational development of processes, routines, and templates.
  • Contribute to improving and optimizing work processes and coordination within the unit.
  • Support the unit manager in operational-related matters.
  • Ensure that the environmental unit follows the municipality's strategic goals and priorities.
  • Be responsible for follow-up, redistribution, and reprioritization in connection with quarterly reports together with the unit manager.
  • Coordinate referrals.

Qualifications

Requirements:

  • A university degree in a natural science field or equivalent deemed suitable by the employer is required, as well as education and knowledge in environmental law and/or food legislation.
  • High IT maturity and experience with administrative case management systems and the Office suite are a must.
  • Solid and several years of professional experience in the environmental field in municipalities or state is required, as well as several years of experience working in an authority in a politically governed organization and in public administration.
  • You need to have experience in operational development and quality work.
  • The ability to work structured and solution-oriented both independently and in a group is a must.
  • You should have very good communication skills in both spoken and written Swedish, as well as very good knowledge of authority exercise in the environmental and food areas.
  • A valid driver's license (B) is required.

Very high demands are placed on personal qualities.

You need to be good at taking your own initiatives and driving your tasks where you both seek and share knowledge and follow up. We expect you to be positive, humble, and at the same time clear.

Meritorious:

  • Some form of leadership training or advanced competence development within the authority area deemed appropriate is meritorious, for example, courses in reception and communication, motivational interviewing, or equivalent.
  • Managerial experience or equivalent, for example, long-term experience as an inspector where you have shown great responsibility, strategic ability, and good leadership qualities.
  • You should have an understanding of budget work and budget compliance.
