About the Assignment

We are looking for an experienced public procurement officer with a focus on construction for a comprehensive and socially important assignment within public transport and infrastructure.

You will independently be responsible for and drive procurements – primarily service and construction procurements according to AB/ABT – and, if necessary, conduct renewed competitions within existing framework agreements.

The assignment places high demands on business acumen, legal understanding, and the ability to translate the organization's needs into clear and accurate procurement documents.

Your Responsibilities

As a procurement officer, you will lead the entire procurement process and ensure that:

• The business arrangement is strategic and advantageous
• Time, quality, and scope are met
• The procurement follows LUF/LOU and internal guidelines
• Construction legal regulations (AB/ABT/ABK) are applied correctly

Tasks

You will, among other things:

• Lead and conduct complex procurements
• Prepare tender documents, administrative regulations, and contracts
• Ensure correct application of AMA AF and construction law
• Conduct market analyses and risk assessments
• Manage qualification, evaluation, and negotiation
• Collaborate with project managers and internal clients
• Prepare decision-making materials
• Be responsible for supplier communication
• Ensure correct record-keeping and closure of procurement

Qualifications (must-have)

• At least 5 years of experience as a public procurement officer
• Very good knowledge of procurement legislation (LUF/LOU)
• Experience with at least two construction procurements
• Post-secondary education in purchasing/procurement, law, economics, or another relevant field

Meritorious

• Experience with at least four construction procurements
