About the Assignment

We are looking for an experienced public procurement officer with a focus on IT for a qualified assignment within a larger public organization.

The assignment involves independently managing and driving procurements – primarily service procurements within IT as well as procurements according to LUF/LOU/LUK. Renewed competition within existing framework agreements may also occur.

You will be responsible for leading the entire procurement process and ensuring a business-like, legally correct, and strategic setup.

Your Responsibilities

As a procurement officer, you will:

• Lead and execute complex IT procurements
• Ensure that the procurement meets requirements for time, quality, and scope
• Quality assure requirements according to procurement legislation
• Ensure compliance with internal guidelines and processes

Job Tasks

You will, among other things:

• Prepare decision support documents
• Translate technical and operational needs into clear procurement documents
• Establish request for proposal documents, specifications, and commercial terms
• Be responsible for market analysis and risk assessment
• Conduct supplier dialogue, qualification, and evaluation
• Manage negotiations
• Coordinate communication with internal and external stakeholders
• Ensure correct record-keeping and closure of procurement
• Hand over contracts according to project or assignment order

Qualifications (Must-Haves)

• At least 5 years of experience as a public procurement officer
• Very good knowledge of LUF/LOU/LUK
• Experience with at least two IT procurements
• Post-secondary education in purchasing/procurement, law, economics, or other relevant education

Meritorious

• Experience with at least four IT procurements
