Procurement Strategist at the Swedish Prison and Probation Service

The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. Our primary goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will be safer and more secure for everyone. We are the authority responsible for prisons, probation, remand facilities, and client transportation.

The Procurement Unit is responsible for developing and managing the authority's procurement in accordance with procurement legislation, regulations, and the needs of the operations.

The unit's tasks include developing methods for category management, monitoring compliance with agreements for the authority's purchases, and developing a well-functioning ordering process, which also includes the ordering organization and e-commerce systems.

The unit is also responsible for procurement-related legal support and advice, as well as procurement cases, reviews, and other business law matters.

JOB DESCRIPTION

Responsibilities

As a procurement strategist, you will be responsible for developing and coordinating the authority's strategic procurement work. You will work broadly with governance and follow-up as well as business development of the authority's procurement operations to ensure that it creates the greatest possible benefit for the operations, is cost-effective, and follows internal guidelines and applicable laws. This work also includes, among other things, spend and market analyses, as well as the development of processes and system support.

The role involves extensive collaboration with various operational parts of the Swedish Prison and Probation Service, but also externally with other authorities and organizations, as well as suppliers. As a procurement strategist, you will also represent the Finance Department and the Procurement Unit in various assignments within the authority.

Your role includes leading various assignments aimed at developing procurement and purchasing operations.

Your responsibilities include, among other things:

  • Developing and updating procurement strategies, guidelines, and internal policies. Responsible for the procurement plan and category/supplier strategies at an overarching level.
  • Driving the unit's category management work forward. Responsible for central governance and follow-up of key figures and reports.
  • Further developing the structure and processes for the management and follow-up of the authority's purchases, including the need for reporting and analysis tools in the area.
  • Monitoring and managing suppliers based on performance, compliance with agreements, and delivery, as well as driving improvements in the area.
  • Acting as a co-management leader in the management object of Finance, Property, and Procurement.
  • Coordinating the department's work with civil preparedness.
  • Providing internal support to managers and collaborating closely with, among others, economists, procurement officers, and lawyers.
  • Working on referrals and special investigation assignments.

QUALIFICATIONS

We are looking for someone who has:

  • Post-secondary education, with a focus on procurement, purchasing, economics, or law, or other education combined with experience that the employer deems relevant.
  • Several years of experience in the field of procurement and purchasing.
  • Experience in project management.
  • Experience working with knowledge transfer.
  • Experience working in digital procurement systems for ordering, procurement, and purchasing analysis (e.g., Proceedo, Spendency, or TendSign).
  • Experience in business dialogues.
  • Experience in category management.
  • Good knowledge of the Public Procurement Act (LOU) and other legislation related to this area.
  • Good understanding of economic relationships.
  • Very good communication skills and the ability to express yourself well in spoken and written Swedish.

It is an advantage if you have:

  • Experience in management work according to PM3.
  • Knowledge of project management according to PPS.
  • Basic knowledge/understanding of continuity management work and preparedness.
