Exploitation Engineer to Malmö City

Malmö City is growing, and so are we! Therefore, we need to strengthen our exploitation unit with two new colleagues who want to contribute to the continued development of Malmö City!

Job Responsibilities

As an exploitation engineer, you will focus on urban development and project management, leading or participating in various and complex exploitation projects from idea to implementation. The work may involve several development areas in Malmö, where the Property and Street Office plays a central role in the city's development.

In the role of project manager, you will lead urban development projects in project groups with different competencies and perspectives. You will work through the entire exploitation process in one or more exploitation areas. You have a holistic perspective on the projects and are responsible for their progress, internal and external contacts, as well as quality, time, and financial management.

You represent the municipality in contacts and negotiations with construction actors, property owners, and other external stakeholders, and participate in or are responsible for the preparation of exploitation agreements, land allocations, and other relevant agreements. The role also includes a client function towards consultants, responsible for the management and follow-up of various investigations within geotechnics, environmental land, and archaeology.

An important part of the work is to prepare materials for political committee decisions as well as for management and steering group decisions. Ensure that the projects are conducted in accordance with applicable legislation, governing documents, and the municipality's goals for urban development. The work also includes issues related to land use, land leases, and the municipality's land holdings within the framework of exploitation projects.

Qualifications

We are looking for someone with a university degree in civil engineering, land surveying, road and water engineering, property law, or another education that we consider equivalent for the position.

You have 3 years of experience in exploitation work, urban development projects, project management, or similar activities. Experience from working in a municipality or another politically governed organization is an advantage.

The role requires good knowledge of the exploitation process and the Planning and Building Act (PBL) as well as an understanding of land and property law issues. Experience or interest in negotiations and contract management related to land and exploitation issues is also important.

Furthermore, you must have a very good ability to express yourself in Swedish, both orally and in writing, as well as a good ability to produce well-structured decision-making materials.

We prefer candidates who are motivated by situations where you face changing environments and high-complexity problem-solving. The work involves collaboration with many different contact points both internally and externally, which is why it is important that you are driven to create good dialogues and rewarding long-term relationships. You are proactive and independent with a strong drive and good ability to structure and organize your work.

About the Workplace

The exploitation unit consists of four sections with different professional groups and many different competencies. The unit creates conditions for developing the city with new housing, businesses, and public services, as well as building infrastructure and meeting places.

We have several exciting projects underway and even more in the pipeline where you will play an important part. The positions are located within section 4, which consists of about 15 employees with competencies in exploitation engineering, road and street engineering, bridge and construction engineering, and landscape architecture.

The Property and Street Office is one of the 14 administrations in Malmö City. The administration owns, develops, and manages the city's land on behalf of the Technical Committee and is tasked with enabling a good urban life for the residents of Malmö and the city's businesses.
