Project Manager for Climate Transition in the Construction Industry
Do you want to lead and drive the work on climate transition in the construction and civil engineering sector in Umeå municipality? We are now looking for a project manager for E-NORM, Electrified Construction - the new normal!
The construction and civil engineering sector accounts for a significant part of the municipalities' climate impact.
To achieve climate goals, better material choices and increased circularity are not enough – machine operations must be transformed.
E-NORM is a groundbreaking collaboration project aimed at making electric construction machinery the first choice in northern Swedish cities. We combine test beds in urban environments, joint procurement and business models, and smart energy and charging solutions to reduce emissions and noise, strengthen the work environment, and create a more sustainable city.
The project is driven by Umeå municipality in close collaboration with Östersund municipality, Umeå Energi, and stakeholders throughout the value chain – from clients to contractors, suppliers, academia, and energy companies.
We are now looking for a project manager who will be the hub of collaboration between municipalities, energy companies, contractors, and academia over the next three years, 2026-2029. The E-NORM project is taking the next step towards a systemic shift where electrified construction machinery and circular working methods become the new normal in the construction and civil engineering sector.
About the Role
As a project manager, you will be responsible for driving and coordinating a complex, multi-year project with a large budget and many stakeholders. You will lead the work from strategic planning to practical implementation and ensure that the project achieves its goals of reduced emissions, improved work environment, and sustainable business models. You will work closely with a project manager colleague who leads another externally funded project on climate adaptation and stormwater.
You will:
- Lead the project's governance, planning, and follow-up.
- Facilitate collaboration between municipalities, industry stakeholders, and energy companies.
- Drive the development of new processes, procurement models, and technical solutions.
- Ensure communication and knowledge dissemination nationally and internationally.
- Actively work with equality and inclusion in all project activities.
Qualifications
We are looking for someone with a strong drive for sustainable development and experience in leading complex projects. You are structured, communicative, and solution-oriented – seeing opportunities where others see obstacles. You also need to understand and create understanding between people with different competencies. We place great importance on personal qualities and how you complement others in the team.
You have the ability to:
- Create structure and quality in project management.
- Inspire and engage various stakeholders in a common direction.
- Develop new working methods and drive behavioral change.
- Communicate clearly and pedagogically, both internally and externally.
- Write reports on project implementation focusing on societal benefits and similar.
Education:
We are looking for someone with an academic degree in a relevant field, e.g., civil engineering, environmental and climate technology, social sciences, project management, or similar. Alternatively, you have acquired equivalent knowledge through extensive work experience.
Experience:
Experience in change management and process development.
Familiarity with public procurement and understanding of LOU.
Experience in collaboration between the public sector and industry, preferably within construction, energy, or climate transition.
Desirable: experience in construction and civil engineering projects, knowledge of energy systems and support services, knowledge of LCA/CO2 calculations and data-driven follow-up, Agenda 2030, and gender mainstreaming.
