Property Technical Unit
The Property Technical Unit is part of the Swedish Prison and Probation Service's Property Department. The unit consists of two sections focused on security technology. Currently, the unit has about thirty employees who collectively manage a complex assignment related to management and projects linked to cutting-edge security technology.
JOB DESCRIPTION
The Property Technical Unit, consisting of two sections with about 35 employees, is in the process of developing the strategic and long-term perspective in the contractual area related to the unit's needs. The unit manages all of the Swedish Prison and Probation Service's contracts regarding security technology such as advanced alarm systems, CCTV, access control systems, x-ray, locking systems, etc., with a contract value of approximately 1.3 billion SEK per year. The contracts aim to address the unit's needs for consulting services, contracts, service and support, and products within security technology. As our contract strategist, you will be responsible for outlining the overall strategic direction and developing and following up on the work towards the organization's goals.
In this role, you will work to create control and quality throughout the contract chain from signing to follow-up. You will analyze, monitor compliance with the contracts, and identify risks, opportunities, and areas for improvement. An important part of the assignment is to develop processes and routines to strengthen the long-term and effective management of the unit's contracts. You will play a crucial role in establishing and maintaining good relationships with both internal stakeholders, the authority's procurement unit, contract users, and other key personnel as well as with suppliers and other external procurement actors.

Finally, you have a high ability to collaborate and work well with others. In your communication, you are both attentive and clear.

We are looking for someone who has:
- A university degree in a relevant field or other education combined with experience deemed relevant by the Swedish Prison and Probation Service
- Experience in strategic contract work
- Experience in procurements under LOU/LUFS
- Experience in contract management with related supplier contacts
- Ability to express yourself well in spoken and written Swedish
- Class B driver's license
It is advantageous if you have:
- A law degree with a focus on contract law, procurement, or public administration
- Experience in similar tasks within or in collaboration with a government agency
- Experience in legal work, especially in contract law, procurement, or public administration
- Experience in security-protected procurement
- Experience in interpreting and drafting contracts and providing legal support in contractual matters
- Good knowledge of ABT, AB, ABK, ABFF
