Development Secretary for Malmö City

Job Responsibilities

Malmö City is committed to supporting local development processes and has therefore established a unit within the leisure administration that coordinates this work. The unit is up and running, and we are now looking for more employees to join the team that covers all of Malmö.

The work is based on Agenda 2030 and contributes to all five municipal council goals. The purpose of the work is to strengthen Malmö City's ability to manage and meet local needs, as well as to enhance participation, increase safety, and promote social cohesion and local democracy in all areas of Malmö.

As a development secretary, you will map, develop, quality assure, and follow up on activities and processes within the area of operation. The assignment may include both clearly defined responsibilities and special tasks that may vary over time. The job also includes contributing to reporting, writing statements, responding to referrals, and performing various administrative tasks.

You will work closely with your colleagues in a team focused on a specific geographical part of Malmö. Together with your colleagues, you will support and develop local development processes and local groups. You will also serve as a bridge to other relevant actors across different sectors and levels (within Malmö, the region, etc.).

As a development secretary, you will work with local groups to identify needs, strengthen ownership, inclusion, and participation, and together find solutions to local challenges. You will analyze data and development trends, support planning, implementation, and follow-up of initiatives, and collaborate with businesses, associations, property owners, and public actors. You will also contribute to the unit's learning and development of working methods.

Working hours vary and may include day, evening, and weekend shifts.

Qualifications

We are looking for someone who has:

  • A university degree of at least 180 credits in social sciences, sustainable urban development, environmental science, political science, public health, behavioral science, or equivalent qualifications deemed comparable by the employer
  • Several years of experience in qualified development work within environmental, social, and/or economically sustainable development
  • Several years of experience in process management, coordination, facilitation of groups, and promoting dialogue between different actors
  • Experience in driving collaborative projects between different actors, preferably at the local level
  • Very good ability to express yourself verbally and in writing in Swedish
  • Good ability to communicate in English verbally and in writing

As a person, you are collaborative, take initiative, and strive for results. You have experience in coordinating and driving planning and development processes with a focus on participation. You are skilled at handling complex issues and can break them down into manageable parts. With a humble and attentive approach, you are persistent and ensure that tasks are completed. You also have a knack for communicating clearly so that your message gets through. Being outgoing and socially active in professional contexts is something you excel at and enjoy. You need to understand how different backgrounds, cultures, and group affiliations can affect individuals and take this into account in your working methods.

It is an advantage if you have experience with:

  • Working with or within the business sector, on issues such as corporate social responsibility, green transition, or social innovations
  • Working with or within the non-profit sector
  • Physical planning and work within technical administrations

It is also advantageous if you can communicate in multiple languages that reflect Malmö's diversity. We also see it as a strength if you have personal experience of being in a norm-breaking position or have faced structural barriers, for example due to gender, ethnicity, disability, religion, sexuality, or socioeconomic background. Your perspectives can contribute to developing our work for increased equality and inclusion.

About the Workplace

The Department for Swimming, Recreation, Youth Centers, and Local Development

In the department, employees work with public activities aimed at the residents of Malmö. The main mission of the youth center unit is to offer meaningful leisure time for young people. The swimming and recreation unit works to provide Malmö residents with opportunities for attractive environments for recreation and swimming. The local development unit has been tasked with strengthening Malmö City's ability to identify and meet local needs in a coordinated manner to improve the neighborhoods of Malmö residents.
