We are looking for a Procurement Officer and Administrator

We are looking for someone who wants to contribute to an organization that monitors and ensures that human rights are respected and realized in Sweden. At the Institute for Human Rights, you will participate in the work to further develop an independent institute with the mission to strengthen the compliance of human rights and fulfill the role of an independent national mechanism according to the UN Convention on the Rights of Persons with Disabilities.

About the Institute for Human Rights

We advocate for Sweden to respect, protect, and promote human rights. Our vision is a society where every person enjoys their human rights.

We started in 2022 and operate in accordance with the Paris Principles, which are the international standard for national human rights institutions.

Our work is led by a board with a director responsible for the operations at the office located in Lund. The organization consists of three units, and you will be placed in the management and operational support unit.

About the Job as a Procurement Officer and Administrator

The Institute for Human Rights is a relatively new government agency and is in a development phase. We are looking for someone who wants to both develop and support the operations.

As a procurement officer, you will independently lead and carry out procurements, call off from state framework agreements, and conduct direct procurements. You will lead the entire process from needs analysis to completed procurement.

In addition, you will be responsible for the contract model and support the organization in contract management and follow-up. You are also expected to develop routines and processes within procurement and purchasing, as well as educate colleagues in the area.

The employment mainly consists of tasks related to procurement and contracts, but the scope may vary over time based on the needs of the institute. You will work on formulating documentation for procurements, evaluating incoming bids, reviewing contracts, and providing advice and information to the organization. You will also work on development related to the institute's contract management as well as contract management and follow-up of existing contracts, in close collaboration with the institute's controller.

The position includes, in addition to procurement and contracts, other administrative tasks. Currently, there is a greater need in the registry with record-keeping and a need for work with internal communication and structure, but the administrative tasks may vary over time.

Qualifications

We are looking for someone with relevant academic education, preferably in strategic purchasing, economics, law, or completed YH/KY education in procurement or another purchasing-related field. You have at least three years of current experience in independent, qualified work with public procurements and you have very good knowledge of the Public Procurement Act (LOU).

You have a good understanding of the business conditions in a procurement and an interest in IT and digitalization. You have experience working in a procurement system and a very good ability to express yourself in Swedish.

You have experience with administrative tasks and are familiar with various systems, especially as an active M 365 user.

Knowledge of one or more of the national minority languages, Swedish sign language, and/or one or more other languages spoken by many in Sweden is an advantage.
