Job Description
As a strategic requirements leader, we are looking for someone who is comfortable in complex contexts, can switch between the big picture and details, and create structure even when much is unclear or under development. You lead through collaboration, build trust between business, IT, architecture, and security, and have the ability to translate technically complex issues into clear and sustainable requirements.
The assignment concerns the role of strategic requirements leader with a clear focus on IT-related requirements in larger procurements and projects. The role operates in the intersection between business, IT, architecture, and security and requires the ability to work both broadly and deeply in very complex contexts.
The role is expected to contribute to a cohesive requirements picture that in larger and complex projects can span multiple departments, domains, and technical components, sometimes involving a very large number of IT systems and dependencies. The task requires the ability to create order in uncertain environments and incomplete information, but also to be able to operate in these contexts and gradually establish structure, clarity, and progress.
Responsibilities
- Gather, develop, anchor, and quality assure IT-related requirements within larger, business-related procurements or projects
- Act as a cohesive force and ensure the IT perspective in procurements and larger projects
- Collaborate with architects, product owners, specialists, business representatives, and external parties
- Develop, formulate, and anchor requirements documentation, including functional and non-functional requirements such as information and IT security
- Quality assure IT-related requirements and contractual terms based on regulations for public procurement, business perspective, IT strategy, legal aspects, and internal guidelines
- Maintain the requirements picture in large and complex environments
- Create structure and progress in uncertain and changing conditions
- Ensure that the IT perspective is collected, consistent, and correctly represented throughout the procurement process
Mandatory Requirements
- At least nine (9) years of documented work experience as a requirements analyst or equivalent IT-related requirements role, involving continuous analysis of business, work processes, and transformation of needs into technically realizable requirements (requirements capture, requirements gathering, development of requirement specifications).
- At least four (4) years of documented experience in the role of requirements leader within IT, acquired in the last ten (10) years. The experience should include requirements coordination across multiple projects or departments, collaboration with various stakeholders, and driving and leading requirements work in complex and changing environments.
- At least one (1) previous assignment where the consultant acted as a Subject Matter Expert (SME) for the development of IT-related requirements. The assignments should have been of a professional nature and relevant to IT projects.
- At least one (1) year of documented work experience in requirements analysis of non-functional IT requirements, such as IT security, architecture, or operational reliability. The experience should have been acquired in the last seven (7) years.
- At least one (1) year of documented work experience in requirements work in a larger and complex IT environment, involving at least 50 IT systems/applications.
- At least two (2) previous assignments where the consultant has produced formal documents in English, such as contracts and technical specifications. The assignments should have been of a professional nature and relevant to IT or requirements-related projects.
Desirable Requirements
- At least one (1) year of full-time work, where the consultant has worked with requirements in procurements within the public sector.
- At least six (6) months of full-time work, where the consultant has worked with requirements or requirements management in large procurements (>100 MSEK or equivalent scope).
- At least one (1) year of full-time work, where the consultant has worked with requirements management or requirements coordination in complex IT projects with a larger project organization (>50 people involved).
- At least one (1) year of full-time work, where the consultant has worked with requirements, project management, or another relevant function within the public transport sector. The work should have been relevant to business-related procurements (e.g., traffic or vehicle procurements) or IT projects.
- At least one (1) year of work experience where the consultant has transformed detailed technical information, such as requirements documents or technical specifications, into understandable documentation for non-technical recipients.
