The Traffic Office needs consulting support and is now seeking a senior procurement consultant with experience in operational contract procurements. The assignment involves independently and with overall responsibility carrying out all parts of the procurement process, from the development of procurement documents to the establishment of contracts.

The Traffic Office's mission is to manage and develop Stockholm's public spaces so that they are safe, attractive, accessible, and sustainable. The operations include planning, construction, and maintenance of the city's public spaces to create places for stay and movement, as well as a sustainable, accessible, and safe transport system. This way, Stockholm can continue to be a beautiful, clean, vibrant, and safe city to live and stay in.

The assignment involves a qualified consulting role where you contribute specialist expertise in public procurement. You will work closely with the Traffic Office's organization and be responsible for ensuring that the procurement work is conducted in a structured, legally secure manner and in line with the organization's needs.

In the role, you will among other things:

• Plan, organize, and drive procurements based on the organization's needs
• Develop strategic materials, timelines, and work materials for procurements
• Draft tender documents and other procurement documentation
• Ensure that procurements are conducted in accordance with applicable regulations
• Handle questions, assessment, and evaluation of submitted bids
• Prepare and document award decisions
• Provide support in contract issues, including interpretation and follow-up
• Participate in and lead working meetings together with the client's organization
• Collaborate with other consultants and internal functions within ongoing assignments

All requirements must be clearly stated in the CV, including periods, assignments, scope, and responsibilities.

1. Hold relevant higher education or university degree or relevant vocational training in purchasing/procurement.
2. Have good knowledge of the Public Procurement Act (LOU 2016:1145) and its application and current practice.
3. Have at least three (3) years of experience in the development, design, and improvement of procurement documents regarding operational contracts according to the AFF and ABFF systems.
4. Have good knowledge and experience of how labor law requirements, environmental requirements, and other sustainability requirements should be set in procurements.
5. Have conducted at least three (3) advertised operational contract procurements (not direct procurements) according to LOU/LUF within the area of expertise, in the last three (3) years using the AFF and ABFF systems.
