About the Assignment

A larger government agency is in an expansive and investment-intensive phase related to critical infrastructure and energy transition. The agency is facing extensive expansion and modernization, which places high demands on strategic procurement, purchasing, and supplier management.

We are now looking for a highly experienced Strategic Buyer who can independently lead and execute complex procurements, primarily within property-related services and indirect materials, but also other categories as needed.

Responsibilities

In this role, you will be responsible for the entire procurement process – from strategy to contract handover – and act as an advisory partner to the agency.

Your main responsibilities include:

• Independently lead and execute procurements within property-related services (Facility Management)
• Lead procurements for indirect materials such as communication, training, etc.
• Conduct procurements in other categories as needed, such as IT and remedial actions
• Develop and drive procurement strategies
• Plan and execute RFI processes
• Design and quality assure tender documents
• Develop and lead processes for bid evaluations
• Support and, if necessary, lead clients in requirement setting
• Ensure correct handover of contracts and support clients during the contract period
• Ensure that procurements are conducted in accordance with applicable legislation (LUF) and internal processes
• Contribute to the development of the procurement function as a whole

This is a consulting assignment for an initial period of 1 year. You will be employed by us at A-Talent Tech. Mandatory Requirements

• At least 10 years of experience in strategic procurement
• Very good experience in leading procurements in the public sector according to LUF and/or LOU
• Good experience in procuring property-related services (Facility Management)
• Good experience in negotiated procedures including negotiations with suppliers
• Very good ability to communicate in Swedish and English, both spoken and written

Value-Added Requirements

• Experience in public procurement according to LUF
• Experience in developing, analyzing, and further developing contract templates for services
• Experience in conducting security-protected procurement
