We are looking for a senior strategist for a comprehensive and socially important program within public operations. The assignment is related to the development of a new, modern, and robust registry system that needs to be available around the clock to provide authorities, industries, companies, and citizens with central information.

You will work closely with the program manager and program leader, contributing a long-term perspective by coordinating, steering, supporting, and managing strategic and prerequisite-setting issues. The role is part of a central program team and collaborates closely with other parts of the organization.

• Develop investigations and decision-making materials on strategically important issues for the program's implementation.
• Follow up on the program's goals and contribute to operational planning and goal work.
• Be responsible for risk management at the program level, including current risk analyses, follow-up of remedial actions, and effects.
• Ensure risk reporting at the program level.
• Define and follow up on key performance indicators and drive work on benefit realization.
• Conduct systematic environmental monitoring and translate insights into relevant materials and activities.
• Contribute to communication and change management related to the program's strategic areas of responsibility.

• At least 9 years of relevant experience in strategic work within large and complex organizations.
• At least 5 years of experience leading extensive projects/assignments and feasibility studies in large and complex organizations.
• At least 5 years of experience in operational and process development in large and complex organizations.
• Knowledge of and experience with how government agencies or public administration are organized and governed.
• At least 3 years of experience in project/assignment management using agile methodologies.
• At least 1 year of experience in strategic environmental monitoring.
• Documented experience in driving change management assignments.
• Very good ability to work independently, with a strategic holistic perspective and solution focus.
• Good communication skills and the ability to coordinate work with relevant stakeholders.
• Very good Swedish in both spoken and written form.

• Experience leading projects within security-sensitive operations according to the Security Protection Act (2018:585).
• At least 2 years of experience as responsible for decision-making materials or decisions in strategic matters in a larger organization (at least 500 employees).
• At least 2 years of experience defining and measuring benefit realization for development assignments within public operations.
