About the assignment

The Norrbotniabanan program is one of Sweden's largest ongoing infrastructure projects and involves the construction of a single-track railway approximately 270 kilometers long between Umeå and Luleå. The project is a central initiative to strengthen transport infrastructure and create long-term conditions for sustainable growth in northern Sweden.

The program is at different stages along the route. Production is ongoing between Dåva and Skellefteå, while the Skellefteå–Luleå section is in the design phase. The assignment is linked to contracts within the Umeå–Skellefteå section and is carried out within the Swedish Transport Administration's project organization for Norrbotniabanan.

About the role

In this assignment, you will work as qualified production support within the Norrbotniabanan program and serve as an advisory and experience-based support to the project management. The role involves analyzing and managing complex issues related to production and contracts within ongoing contracts.

The assignment includes, among other things:

• Interpreting, analyzing, and discussing issues that arise in the projects together with the client's project organization
• Providing advisory support in production and contract matters that arise in collaboration with design consultants and contractors
• Contributing with a contractor perspective and understanding of the conditions and challenges in contract operations
• Supporting project managers with assessments and decision-making materials in both the production preparation phase and during ongoing production
• Working concurrently on multiple projects to ensure uniform and equitable handling of issues within the Norrbotniabanan program
• Primarily acting in an advisory capacity from the project office, with a wide variety of issues

Travel in the service may occur.

Mandatory requirements

All requirements must be clearly stated in the CV, including periods, assignments, scope, and responsibilities.

1. At least 8 years of experience as a work manager, project manager, department manager, unit/section manager, production manager, project leader, construction manager, and/or site manager for assignments that included the contract phase from construction contracts. The experience must not be older than 20 years from the bid date.
2. At least 5 years of the above experience must have been as a work manager, project manager, production manager, project leader, construction manager, and/or site manager for assignments that included the contract phase from contracts within road and/or railway. The experience must not be older than 15 years from the bid date. Please note that experience from trams and/or subways is not accepted.
3. Valid B driver's license.
4. Good communication skills in the Swedish language, both written and spoken.

Assignment information

The assignment is to commence no later than May 4, 2026, until April 28, 2028.

Option: The client has the unilateral option to extend the contract with existing contractual terms for an additional 1+1+1.

Scope: The estimated workload for the assignment is 100 percent of the annual working time, amounting to 1,700 hours.

The stationing location for the resource consultant is Umeå. This assignment requires physical presence at the Swedish Transport Administration's office five days a week.
