Project Manager for Digitalization within the Social Administration

The Social Administration is responsible for elderly care, disability services, and individual and family care. We are facing significant efficiency and transformation journeys where digitalization plays a central role. We are now looking for a project manager who wants to lead and coordinate digital initiatives within the administration, focusing on enhancing quality, accessibility, and legal security in our services.

RESPONSIBILITIES

• Lead and drive digitalization projects from idea to implementation, in close collaboration with the operations, IT department, and external partners
• Conduct feasibility studies, risk analyses, and project planning
• Ensure that solutions comply with relevant laws and guidelines (e.g., GDPR, SoL)
• Support change management and implementation in operations, where you educate and engage employees
• Act as a bridge between operations and technology – translating needs into solutions

QUALIFICATIONS

Who are we looking for? We would like you to have experience or a strong desire to work in a needs-oriented manner, where the actual needs of the operations and users form the basis for development work. The role also requires a good ability to create consensus when ideas and perspectives diverge. Therefore, you need to be able to listen, facilitate dialogue, and lead groups/individuals towards common decisions, even in complex issues.

We particularly value that you have a solution-oriented approach and can balance operational benefits, legal requirements, and technical possibilities. In this role, you will contribute to creating long-term sustainable digital solutions that work both in practice and at a strategic level.

You also have:

• Relevant higher education (e.g., in IT, project management, digitalization, social work)
• Documented experience in project management and change management, preferably within the public sector
• Knowledge of laws/regulations regarding digitalization, e.g., GDPR or SoL
• The ability to take a holistic approach and good analytical skills
• A communicative, pedagogical, and collaborative style

Meritorious:

• Experience in social services or the public welfare sector
• Previous work with digital implementation and e-services
