Legal Advisor with a focus on procurement and administrative law

The legal unit at the Swedish Environmental Protection Agency is expanding, and we are now looking for a legal advisor with a focus on procurement and administrative law.
The legal advisors provide legal support in matters concerning general administrative law, procurement, data protection, digitalization and IT law, contracts and agreements, damages, public access and confidentiality, preparedness and security, as well as grants and state aid. The unit is also responsible for the overall work on legal certainty and is in charge of the work regarding corruption and irregularities. With us, you will have the opportunity to work with challenging and current legal issues and help drive the development towards a sustainable environment. There are eleven lawyers working in the legal unit.
Your Responsibilities
As a legal advisor, you will work under the direction of the unit manager to provide legal support to the agency. This involves varied tasks that require your ability to combine solid knowledge within the legal areas handled by the unit with an understanding of what best contributes to the effective fulfillment of the Swedish Environmental Protection Agency's mission in accordance with applicable law.
The current position involves providing broad legal support within the unit's areas of responsibility, with particular responsibility for procurement legal support in close collaboration with the procurement unit. This includes legal quality assurance of procurements and contracts, ongoing procurement legal advice, internal training, and leading the work in reviews.
The role of the legal advisor involves working together with other lawyers in the unit and in close collaboration with various professional categories and parts of the organization, including
- providing ongoing legal support to the operations,
- supporting the chief legal officer,
- writing legal investigations and making legal assessments in larger legal issues,
- contributing to the development of routines and working methods by participating in the development of overarching governing and supporting documents,
- participating in projects, government assignments, and consultation responses, and
- contributing to establishing and developing processes for case handling and decision-making.
Your Qualifications
We are looking for someone with a law degree and experience in legal work at an agency, court, department, law firm, or other equivalent experience. You should have the ability to conduct in-depth legal analyses and have a comprehensive view of entire legal areas. For this position, you should have good knowledge of and current experience working with procurement law, as well as good knowledge of administrative law.
We also consider it an advantage to have several years of experience in relevant qualified legal work for the unit.
We are looking for someone who is independent, responsible, and meticulous. We expect you to have a good ability to express yourself in Swedish, both orally and in writing. To thrive in this role, you should also
- be service-oriented and enjoy collaborating with different professional categories,
- be solution-oriented and able to prioritize, and
- be able to handle multiple tasks simultaneously and be accustomed to working efficiently, sometimes under time pressure.

About the Employment
The employment is permanent at 100%.
Start date will be as soon as possible or by agreement. The Swedish Environmental Protection Agency applies a six-month probationary period. You will be placed in our pleasant activity-based premises in Hammarby Sjöstad in Stockholm or Östersund.
