At the County Administrative Board of Kalmar County, you work on behalf of the government and become an important part of ensuring that national goals are implemented in the county.

The County Administrative Board of Kalmar is also the Water Authority for the Southern Baltic Sea water district. Our mission is to coordinate water management work within the district, which includes ten counties and about 90 municipalities. We prepare the basis for the water delegation's decisions on management plans, action programs, and environmental quality standards. We have a new task to specifically work on risk assessments in the waters that are to become drinking water. We are also a referral authority for the permitting authorities that apply environmental quality standards.

The position is located at the Water Authority's office.

Job Responsibilities

We are looking for an employee who wants to develop and make a difference together with us. Our dedicated group works with water - one of society's most important future issues.

The main task is to participate in the review of the legally binding environmental quality standards (EQS) in water affected by hydropower. The work takes place both in national collaboration and in contact with the county administrative boards in the district. It includes preparing the basis for consultations and the water delegation's decisions on EQS. The tasks also include supporting and participating in the preparation of statements in permitting matters regarding environmental quality standards for water and keeping up to date with the development of practices in the area. Additionally, it includes being a support to the Water Management Director and the unit's experts regarding issues related to the application of environmental quality standards.

We are looking for you who want to participate in the above work and who can see opportunities for, and contribute to, the development of the assignment in collaboration and communication with your colleagues. We also expect you to be interested in understanding the Water Authority's area of responsibility with a holistic perspective.

Qualifications

We are looking for you who have:

  • A university degree with a focus on law, environmental law, or relevant natural science with a specialization in environmental law.
  • Experience working with environmental legal issues, for example, through the county administrative board's environmental assessment delegation.

It is an advantage if you have:

  • Experience of permitting under the Environmental Code, preferably within water law.
  • Knowledge of EU directives and other regulations concerning environmental quality standards.
  • Experience working with water management or permitting of hydropower.
  • Good ability to communicate in writing and verbally in both Swedish and English.

Since our work is conducted in six-year cycles, there is a great variety in the work and room for your own initiatives for the development of work processes and collaboration. The work includes many stimulating tasks and good opportunities for personal development. We expect you to be engaged and curious with a strong interest in societal issues and the implementation of measures to improve the condition of the water environment.

The Water Authority's office has close cooperation with the county administrative boards within the district and with the other four water authorities in the country to create effective and integrated water management. In all our assignments, it is particularly important to maintain contacts and create networks from collaborations at local and regional levels to national networks and cooperation with other countries within the EU.

We are looking for you who have the ability to understand and delineate new issues in a structured way. It is also important that you have the ability to create and maintain good relationships and that you can be proactive in both independent work and teamwork. We place great importance on your personal suitability for the task.

Conditions

The County Administrative Board is a total defense authority. Security clearance with a background check is conducted according to the Security Protection Act before a decision on employment is made. Swedish citizenship is required for the position. With employment comes an obligation to be placed in wartime and to serve in our crisis management organization in the event of an incident.
