On behalf of our client, we are currently seeking a consultant in strategic procurement and purchasing for a client in Helsingborg. The assignment is full-time and is expected to start in January and last until 2027-05-28. 

About the assignment

We are looking for a senior strategic buyer and procurement officer for a comprehensive and socially important CCS program in energy and sustainability. The assignment is conducted in an early and development-intensive phase where commercial arrangements, procurement strategies, and contracts need to be shaped in parallel with technical development. Many of the procurement areas lack established industry standards, which places high demands on experience, structure, and professional judgment.

You will be part of the program's governance and support function and act as dedicated procurement support to the CCS program. The role combines operational procurement work with a clear advisory responsibility, and the content may vary over time depending on the program's phase.

Examples of tasks

  • Drive and execute public procurements in various phases from needs analysis to contract

  • Prepare procurement documentation as well as commercial terms and contract proposals

  • Support the organization in ongoing procurement issues, orders, and commercial assessments

  • Translate technical and functional needs into clear and feasible requirements in dialogue with specialists

  • Contribute with senior advice in balancing legal and practical feasibility

  • Work systematically in new procurement areas where ready-made templates or references are lacking

Reporting will occur to both project management within the program and to the procurement manager depending on the nature and phase of the procurement.

Other: Start: January, flexible. End: 2027-05-28 Scope: Approximately 500 hours. The consultant's input will vary in scope depending on the current phase of the procurement, with increased engagement at key moments such as requirement specification, evaluation, and negotiation. On average 2–3 days per week during the period January–June 2025, with the possibility of adjustment or extension depending on phase and needs within the CCS program. Location: The assignment will require some time on-site at Öresundskraft during certain parts of the assignment, and this may need to be extended during negotiations. Otherwise, the consultant can work remotely by agreement.

About you We are looking for someone who meets the following mandatory requirements:

  • Documented experience of independently driving public procurements A–Ö according to LOU or LUF.

  • Experience in procurement within technical, infrastructural, or other complex areas with multiple stakeholders.

  • At least 7 years of documented experience in preparing procurement documentation as well as commercial terms/contracts within the framework of public procurement, including the ability to make well-balanced recommendations in the borderland between law and practice towards clients/projects.

  • Experience in procurements where ready-made templates or reference materials have been lacking, and where you have independently needed to translate previous procurement experiences into new procurement areas.

It is advantageous if you also meet the following requirements:

  • Experience in procurement in the energy, transport, or other technology-heavy sectors.

  • Experience working in project environments with multiple parallel assignments.

  • Experience using English in dialogues, procurement documentation, or contracts.

  • Ability to work in early stages where materials, structures, and templates are developed gradually.

  • Good ability to collaborate and cooperate with key roles in the CCS program (procurement, projects, and technology).

Desired personal qualities:

  • Quickly able to familiarize yourself with new subject areas where few previous references exist

  • work independently and take responsibility for your own deliveries,

  • be confident in structuring complex information and translating it into clear commercial documents,

  • have good communication skills and be able to collaborate with internal and external parties,

  • contribute with experience-based advice in the borderland between law, technology, and practice.
