About the Workplace

Every year, Helsingborg City purchases goods and services for approximately 3.5 billion SEK. A professional and strategic procurement process is therefore a crucial tool to achieve the city's goals while ensuring that taxpayer money is used in the best possible way.

The Purchasing Unit is part of the City Management Administration and works on behalf of the City Council to lead, develop, and coordinate the city's overarching and common issues. Through clear coordination, we create structure, a holistic perspective, and consistency in processes and working methods. We ensure that the city's administrations and companies pull in the same direction, that work is carried out efficiently, and that resources are used in the best way to achieve common goals. Within our mandate, we develop and manage the city's economic systems, procurement systems, and decision support, leading this development with a clear focus on creating the greatest possible benefit for those we exist for.

The Purchasing Unit consists of a total of 22 employees divided into two teams that work closely together. The procurement team includes ten procurement officers and one manager, while the operational support and sustainability team includes sustainability strategists, procurement analysts, contract controllers, food controllers, project managers, coordinators, administrators, and one manager.

We are now looking for two procurement officers

We are now looking for two procurement officers who have a genuine commitment to their work, a strong ability to deliver, and a solution-oriented approach focused on those we serve.

Job Responsibilities

As a procurement officer, your responsibility includes leading the operations through the procurement process so that their needs are met while considering the city's goals. You will work on several procurements simultaneously and in close collaboration with the operations. In the procurements you are responsible for, you will have a leading, advisory, and driving role.

Together with reference groups consisting of representatives from the operations, you will support and lead the work to develop user-friendly contracts that reflect the actual needs of the buyers. These contracts should be of the right quality at the right price.

The role requires the ability to be detail-oriented while also being able to take a strategic view and make decisions that affect many people.

Monitoring the contracts you are responsible for is part of the daily work. This can range from handling complaints and feedback from buyers to ensuring that specific requirements in the contract are met. Sometimes you may need to make uncomfortable decisions, and therefore you need to be confident in your role as a project manager and expert.

As a representative of Helsingborg City, you should maintain good supplier relationships.

Qualifications

You have an education in purchasing/procurement/economics/law from a university or college, vocational school, or other education combined with work experience that the employer deems equivalent.

It is especially meritorious if you have several years of practical experience in conducting procurements according to LOU within a municipality or region.
