The main task of the IT department is to provide IT services to the entire Police Authority. The IT department is an important part of the crime prevention and crime-fighting work, and IT is one of the most important tools to streamline the police and increase the quality of police work. The IT department develops and modernizes the police's IT, and the authority invests heavily in strengthening the department with new specialist skills and the latest technology for the benefit of citizens and employees in the police operations.

Within the Police Authority, we purchase products and services in the IT area for over 3 billion kronor annually, which accounts for approximately 30% of the authority's total purchasing volume.

The IT procurement group is one of four groups in the IT purchasing section with the task of conducting procurements and actively working for an efficient national purchasing process in the IT area. The group is responsible for further developing methods, skills, and working methods regarding strategic purchasing. Within the section, we work closely together to develop our operations, and job satisfaction is important to us. IT purchasing is an integrated part of the IT department's operations. It enables close collaboration and well-established contact points that increase operational benefits and contribute to realizing the goals of the operations.

With us, you have the opportunity to work with flexible working hours and remotely a couple of days a week. We have good conditions for practicing wellness as we have free access to a gym, sports hall, and space for recovery in our premises. As an employee with us, you also have the opportunity to train for an hour a week during paid working hours.

Our office is located in central Stockholm with very good communication connections.

Job Description

This is a position for you who have started your journey as a strategic purchaser and want to develop your skills in a creative and exciting environment together with many experienced colleagues. As a strategic purchaser in the police's IT department, you are responsible for conducting various types of procurements as well as renewed competitive tenders. You take responsibility for the entire purchasing process, from the emergence of needs to the conclusion of the contract. This means that you are involved throughout the contract's entire lifecycle and contribute to supplier development and contract management, and have good insight into the market for the relevant product area.

As a strategic purchaser, you are responsible for:

  • Driving and leading procurements and renewed competitive tenders
  • Providing support in the management of procured contracts
  • Identifying and driving improvement activities within your own area of operations
  • Developing and streamlining the strategic purchasing work
  • Conducting negotiations with suppliers and/or manufacturers in the IT area

Qualifications

This is an opportunity for you who have:

  • Post-secondary education in law, economics, or purchasing/procurement, or other relevant qualifications as assessed by the employer
  • Relevant and current work experience in procurement
  • Good skills in spoken and written Swedish
  • Swedish citizenship

It is meritorious if you also have:

  • Work experience in procurement within the IT area
  • Experience in independently project managing and conducting procurements
  • Experience working with competitive tenders according to the Public Procurement Act in the defense and security area, LUFS

Personal qualities

The tasks require that you are structured and meticulous and have a good ability to create relationships. You have good communication skills, both verbally and in writing. The work as a purchaser requires that you are flexible and can easily adapt to changing circumstances. We see that you are self-driven and can manage your cases independently, while also having good collaboration skills and enjoying working in a team. The role of strategic purchaser with us requires that you work in a strategic manner and that you focus on how purchasing and procurement can contribute to the goals of the operations.
