The Chemical Agency is a government authority tasked with reducing the risks of harm to people and the environment from chemicals. We are looking for a procurement manager who can contribute to quality in procurement. Are you an engaged and proactive purchaser with experience from the public sector who wants to contribute your expertise to the agency's procurements during a time of change and development?

The Legal Secretariat has a broad and significant mission to ensure that the agency's work maintains high legal quality. We are a team of about ten lawyers working with both chemicals law and administrative law issues. We are responsible for providing legal support in the agency's work with licensing, supervision, and market control, as well as regulatory development at both national and international levels. We also provide support regarding administrative law, public access, confidentiality, and other legal matters. The Secretariat is also responsible for procurement issues and providing operational and legal support in these matters.

JOB RESPONSIBILITIES

As the procurement manager at the Chemical Agency, you will primarily work operationally but also strategically with the agency's entire procurement operations. The role entails a broad responsibility that includes procurements, call-offs, contract follow-ups, and supplier contacts. You play a central role in driving the agency's procurement work forward in close collaboration with procurement lawyers, procurement coordinators, and internal clients. The role contributes to the Chemical Agency fulfilling its societal mission through effective, legally secure, and sustainable procurements.

Your responsibilities include:

  • operationally conducting and coordinating the agency's procurements and call-offs in collaboration with clients.
  • driving, developing, and implementing procurement work at the agency.
  • in collaboration with procurement lawyers, providing advice and spreading knowledge within procurement and contract management.
  • identifying areas for improvement in procurement and contributing to the development of the agency's processes for good and sustainable business.

QUALIFICATIONS

We are looking for someone who has:

  • relevant university or college education, or other education combined with documented relevant work experience,
  • several years of experience in public procurement at or on behalf of an authority,
  • good knowledge of the Public Procurement Act (LOU),
  • experience working with procurement tools, e.g., e-Avrop, Mercell, or TendSign,
  • experience in conducting call-offs from government framework agreements and various procurement procedures,
  • experience participating in or leading procurement projects, and
  • very good ability to express yourself in Swedish, both orally and in writing.

It is advantageous if you have:

  • experience with IT procurements or IT contracts,
  • experience in category and supplier management as well as contract follow-up,
  • experience in project management,
  • the ability to express yourself in English, both orally and in writing, and
  • experience working with sustainability and environmental aspects in procurements.

The position requires you to work both independently and in close collaboration with colleagues in other professional categories, which demands a very good ability to cooperate. You communicate clearly and can build good relationships internally and externally. In your work, you are structured and meticulous and have a genuine interest in creating good business within the framework of LOU.
