Do you want to help develop the future planning and building permit process?
We are looking for a driven and structured development secretary who wants to contribute to strengthening our management approach and lead development projects that make a real difference. With us, you will work closely with both management and operations to create effective, sustainable, and quality-assured processes – from idea to implemented working methods in everyday life. Target groups include colleagues in the urban planning office, other administrations, and Malmö residents and companies operating in the city seeking building permits.
Responsibilities
As a development secretary with us, you will have a central role in:
- Leading and driving development projects within the planning and building permit process – from needs assessment to implementation and follow-up.
- Developing and implementing new working methods, routines, and processes that strengthen collaboration, efficiency, and quality.
- Supporting managers and employees in change work and contributing to a culture where improvements become a natural part of everyday life.
- Ensuring that development efforts lead to concrete and sustainable results in the organization.
- Ensuring that development work is based on citizens' needs and contributes to a legally secure and service-oriented public administration.
Qualifications
Who are you?
We are looking for someone who has:
- Relevant university education, for example in urban planning, political science, organization/management, or other education deemed equivalent by the employer.
- Experience in change work and implementing new working methods – preferably in public operations.
- Experience in leading and conducting workshops with great engagement.
It is advantageous if you have:
- Experience working with case management systems for the building permit process (we use Nova) or other systems that support the urban planning process.
- The ability to translate strategies into practical implementation and create engagement within the organization.
- Experience in implementing and further developing operational systems, preferably in close collaboration with both IT and core operations.
- Experience/knowledge of municipal processes, such as planning and building issues.
- Experience working in an organization with a citizen focus and service-oriented public administration.
You have a structured working method and good communication skills, which is evident in your ability to adapt your communication to different target groups. About the workplace
The Department of Architecture and Building Permits is one of the four departments of the Urban Planning Office and consists of five units; three building permit units, one administrative unit, and the housing adaptation unit. We are a department that handles building permits, technical notifications, and supervision according to the Planning and Building Act, as well as applications for housing adaptation according to the Housing Adaptation Grant Act. The department's focus is on developing Malmö's urban planning from a sustainable and attractive perspective, and maintaining a good and close collaboration with both clients and applicants.
The Urban Planning Office is a dynamic and creative workplace, with premises located in the heart of Malmö. We have 210 employees and over 20 managers, distributed across four different departments. The Urban Planning Office is an authority for planning, building, and land surveying issues. The administration works with strategic planning, detailed planning, property formation, building permits, measurement, and mapping. The Urban Planning Office works for the residents of Malmö, various actors in the construction market, and others operating in Malmö. Together with other administrations, we create conditions for a city that is sustainable and attractive to live and work in.
