The Workplace

The Social Administration in Trelleborg Municipality is responsible for authority exercise and interventions within care and support, individual and family care, the Act on Special Support and Service for Certain Disabled Persons (LSS), municipal health and medical care as well as municipal social psychiatry.

The administration is also responsible for food management within the committee's areas of responsibility as well as for investigation and decision-making regarding transport services.

The Quality and Development Department's mission is to deliver operationally close services to residents, employees, and politicians. The department provides services in the areas of administration, law, welfare technology, and system management as well as operational and competence development.

Job Responsibilities

As a committee secretary at the Social Administration, we offer you a varied, exciting, and important job that spans a wide area. You are responsible for maintaining, developing, and ensuring an effective, legally secure, and quality-assured committee and case management process and are the administration's specialist in the political and municipal process.

Your role includes responsibility for the committee's case management, which encompasses registration, meeting routines, and handling documents before, during, and after committee meetings. You prepare, conduct, and conclude committee meetings and ensure that decision-making materials, notices, and minutes are of high quality, both linguistically and legally. You are responsible for adjustments, announcements, and dispatching of decisions and act as a qualified support to the committee's politicians, administrative manager, and managers. In addition to committee administration, you work with investigations, writings, reports, and decision-making materials within the social administration's area of responsibility. You handle cases independently and contribute with advice and support to managers and employees on issues related to the committee process and case management.

You also assist the administration's lawyer in ongoing work, for example in legal investigations, confidentiality assessments, advice, consultation responses, internal training, and strategic positions. The issues cover the entire area of the Social Administration's operations and may concern both individual cases and overarching routines and policies where legal expertise is requested. You may also serve as a secretary in other contexts based on the needs of the operation.

Qualifications

You have an academic education in social or political science, law, public administration, or another relevant field. You have good knowledge of relevant legislation such as the Local Government Act, the Administrative Procedure Act, and the Public Access to Information and Secrecy Act. You also have good knowledge of regulations regarding public documents and the General Data Protection Regulation (GDPR). It is advantageous if you also have knowledge of SoL, LSS, LVM, LVU, the Parental Code, and experience of legal work in these areas.

You have at least 3 years of experience working in a politically governed organization and understand how organization and political processes work in municipal operations. You also have experience in committee administration, information management, information security, and public documents. Experience as a committee secretary in a municipality or with tasks that the employer deems equivalent is advantageous. Experience in formulating, writing, and quality-assuring various materials and documents, such as service writings. The assignment requires a very high level of proficiency in the Swedish language. It is a requirement to be able to express oneself easily both orally and in writing, as well as having a good ability to capture a message and formulate it in text. Good IT competence, where the Office package is a given, experience with case management and document management systems, where W3D3 is advantageous.

You are structured, meticulous, and analytical, with the ability to independently plan, prioritize, and follow up on your work. You have a good ability to quickly understand complex issues and adapt to changing conditions. Your working method is characterized by high integrity, good judgment, and a practical, solution-oriented approach to the law. You have high social competence, are attentive, and have an easy time creating and maintaining good relationships with both politicians, managers, and colleagues. Experience working in social services is advantageous. Great emphasis will be placed on personal suitability.
