ABOUT THE JOB

Lycksele Municipality is now seeking a procurement officer who wants to contribute to an efficient and sustainable purchasing operation.

As a procurement officer in Lycksele Municipality, you will be part of the finance department and play a central role in the development of the municipality's procurement work. Currently, there is one procurement officer in the department, and we are now looking for another colleague to strengthen and further develop our function. In this role, you will be responsible for leading and executing procurement processes from start to finish and ensuring a businesslike and professional dialogue between buyers and suppliers. You will gain good insight into the municipality's broad operations and serve as the key link between internal needs and market solutions.

The work involves planning, executing, and following up on procurements for both the municipality and municipal companies. You will work closely with the operations to understand their needs, translate them into well-thought-out business arrangements, and provide qualified support throughout the process. The role also includes an advisory responsibility where you inform about current contracts, provide guidance on purchasing and procurement issues, and train internal buyers in procurement regulations and good practices.

As a procurement officer, you play an important role in ensuring that contracts are used and followed up in a structured manner, and you are expected to be involved in developing processes, routines, and methods within the procurement area. You stay updated through active monitoring of the external environment and follow changes in legislation, contributing to Lycksele Municipality's continued strengthening of its purchasing operations with a focus on business acumen, high quality, and long-term sustainability.

YOUR PROFILE

We are looking for a person who is business-oriented and analytical and who enjoys acting both as an advisor and process leader. You have a relevant post-secondary education in economics, purchasing, or law, or several years of relevant work experience. If you also have experience in procurement work or purchasing, working with public affairs, project management, or purchasing in medium or large organizations, it is an advantage. Knowledge of procurement law is also meritorious.

As a procurement officer, it is important that you can express yourself well in Swedish both orally and in writing and that you can easily explain complex issues clearly and understandably. You work effortlessly in MS Office and have a good ability to analyze and formulate qualitative materials.

To thrive in the role, you need to be able to work independently and take responsibility for driving your processes forward. Since the work also involves many contacts, you need to be collaborative and have an easy time building trusting relationships. Furthermore, you are expected to be structured and able to plan, prioritize, and follow up on your procurements and contracts in a way that creates clarity and security in the process.
