The Community Building Administration is embarking on an exciting transformation journey aimed at strengthening our ability to contribute to Trelleborg's growth and development. Starting January 1, 2026, we plan to introduce a new organization – a modern and sustainable structure that prepares us to meet future challenges and opportunities.

With a clear vision of being at the forefront, we create conditions for innovation, security, and long-term development. The new organization will consist of three departments: the rescue service, the building and environment department, and the planning and geodata department. Each department will have two units and will be complemented by a shared administrative unit, giving us the strength to work effectively and in coordination.

The Workplace

We are now looking for a department head for the Building and Environment Department, a newly established position starting January 1, 2026.

You will be part of an engaged management team that works for an open and positive work climate where competence and creativity are valued. The Building and Environment Department is part of the Community Building Administration in Trelleborg Municipality. The department consists of two units: the Building Permit Unit and the Environmental Unit, with a total of 26 employees in various positions. Here, building permit architects, building inspectors, city architects, heritage conservationists, and case officers work together with food inspectors, environmental inspectors, and permit inspectors. If the budget allows, a marine biologist may also become part of the team. Together, we form a competent and dedicated group working to create a sustainable and attractive community for the residents of Trelleborg.

Job Responsibilities

As the department head, you will have strategic and operational responsibility for the department. You will lead through other managers and work closely with other departments to achieve common goals. The role involves developing and implementing strategies that contribute to the municipality's work on growth and sustainability. You will be responsible for finances, quality, goal monitoring, and results, and you will represent the department and the municipality in various contexts. The work requires collaboration with internal and external stakeholders and places high demands on a holistic perspective and solution focus. You are expected to create conditions for professional development, engagement, and job satisfaction, and through dialogue and teamwork, build a culture where employees' knowledge and creativity are valued.

Qualifications

We are looking for someone with a higher education degree in a relevant field, such as urban planning, environmental science, or economics, as well as leadership training. You should have at least five years of management experience and experience leading through other managers. Experience in strategic management and organizational development is crucial, as is good knowledge of the building and environmental sector and current legislation. You have worked in a politically governed organization and have been a presenter in committees. Excellent communication skills in Swedish and English, both spoken and written, are required. As a person, you are a confident leader with strategic thinking, courage, and drive. You have the ability to create engagement, build relationships, and motivate employees. You are unpretentious, attentive, and clear in your communication and see opportunities in change. Experience in developing the business climate, driving development projects with good results, and collaborating with various stakeholders is an advantage.
