JOB RESPONSIBILITIES

As a lawyer with us, you will have a strategic and advisory role where you:

  • Support the purchasing organization and the municipality's operations in matters of public procurement, construction law, contract law, and confidentiality.
  • Assess legal and commercial risks, manage appeals, disputes, and confidentiality assessments.
  • Develop and ensure the quality of procurement and contract templates and processes in our procurement system.
  • Monitor legal developments in the procurement area and drive development initiatives to strengthen the municipality's business.
  • Conduct training and inform colleagues about legal issues.
  • Contribute to an open and collaborative work climate where we together develop the future's public business.

We have a high degree of co-creation and joint development. You will be a natural part of the strategic purchasing work, such as developing methods and processes. The municipality employs several municipal lawyers with whom you can discuss various issues.

In this role, there is an opportunity to work up to 50% remotely when the operations allow. The rest of the time, you need to work on-site in Luleå.

QUALIFICATIONS

We are looking for someone who has:

  • A law degree or another academic degree in law, legal science, or business law.
  • Legal work experience.
  • Excellent knowledge of Swedish, both spoken and written.
  • The ability to use modern work tools such as the Office suite (Word, Excel, PowerPoint) and communication solutions like Microsoft Teams.

It is an advantage if you have:

  • Experience working with public procurement, contract law, construction law, and/or confidentiality.
  • A network of lawyers.

To succeed in the role, you need to be confident in your skills and work effectively - independently or in a team based on the task - and can prioritize without compromising accuracy. Since the role involves a lot of collaboration, you need to be unpretentious and have good collaboration and communication skills. You can explain and motivate legal positions to non-lawyers. It is also important that you can identify areas for improvement and development and based on that take initiative and drive development work, focusing on creating effective and sustainable processes.

The selection process will begin once the application deadline has passed after the Christmas and New Year holidays, and interviews are tentatively planned to take place during week 4 of 2026.
