Head of HR Department at the Swedish Social Insurance Agency

The Swedish Social Insurance Agency is one of Sweden's largest authorities with operations across the country. Our task is to manage and develop the Swedish social insurance system, the hub of the Swedish welfare system and a cornerstone of the social contract. We make 21 million decisions every year, many of which have a crucial impact on people's lives and finances. We pay out an average of 1.4 billion SEK per day, totaling 260 billion SEK per year.

We need approximately 13,500 employees working together to solve our tasks, and we are currently undergoing extensive recruitment of new staff. The past years, with the pandemic and a strained economic situation, have put significant stress on our personnel, and we are now investing in both managers and employees throughout the Swedish Social Insurance Agency. The role and importance of the HR department in this work is central.

The agency is also undertaking extensive development work to create a more robust, simple, and efficient administration of social insurance. We are developing our processes and simultaneously increasing our work on regulatory development and collaboration with other actors, not least to prevent crimes against and abuse of social insurance. This means that a significant focus is on building the agency's capacity to meet the competence needs required to attract, retain, and develop employees. An important part of this work is to continue to focus on workplace environment issues to create an attractive workplace and to reduce employee turnover in the long term while increasing the agency's attractiveness. In this area, the agency is making a larger investment related to community and well-being.

The main task of the HR department is to create good conditions for the Swedish Social Insurance Agency to have the right competence to effectively and qualitatively solve its mission and to contribute to the agency having engaged and professional employees. HR provides important support to all managers in the organization.

We are now looking for a manager who wants to take responsibility in the HR-related area and has the ability to drive the development that will characterize the Swedish Social Insurance Agency for many years to come.

The HR organization has about 160 employees mainly working in four locations in the country: Stockholm, Gothenburg, Malmö, and Östersund.

Responsibilities and Tasks

As the head of the department, you are responsible for leading, planning, following up, and developing the department's areas of operation together with your management team. You report to the Director General of the Swedish Social Insurance Agency and are part of the agency's management team. You are responsible for ensuring that the operations are governed appropriately and effectively. You actively work on quality and operational development, based on the needs of the Swedish Social Insurance Agency in the short and long term. Creating networks and good collaborations internally and externally is a prerequisite for success.

As a manager at the Swedish Social Insurance Agency, you lead the operations from a holistic perspective and based on decisions made. Your commitment to leadership is strong, and the state value base permeates your work. Through dialogue about the HR department's purpose, goals, and strategies, you create conditions for the department's managers and employees to be able and willing to take significant responsibility for development, deliveries, and results. As the highest manager for the department's employees, you have responsibility for the work environment for the department and are responsible for applying the state's and the Swedish Social Insurance Agency's employer policies.

As a person, you are secure and stable in your role. You adapt and exercise outstanding leadership to create the best possible conditions for your employees to use their judgment and competence. You demonstrate good judgment and have great integrity. You are a skilled communicator at both individual and group levels and a good representative for the Swedish Social Insurance Agency in external collaborations and in contacts with the media.

We are looking for someone who

  • has an academic degree from a university or equivalent experience/qualifications
  • has extensive experience in leadership and strategic management team work in a large and complex organization
  • has extensive experience in leading HR operations
  • has experience in leading through other managers
  • has good collaboration skills and creates networks with good relationships and high trust both externally and internally
  • has very good judgment, personal maturity, and high integrity
  • is secure, stable, and has great initiative
  • has excellent communication skills.

It is an advantage if you have experience from similar work and roles within a government agency. We place great emphasis on your personal qualities.

Other

The employment is permanent, full-time, with start date by agreement. A probationary period may be applicable. Place of employment: Stockholm (Telefonplan), but any of HR's other main locations may also be possible (Gothenburg, Malmö, Östersund). In accordance with the Swedish Social Insurance Agency's security guidelines, background checks will be conducted in this recruitment. For this position, Swedish citizenship is required. Psychological tests may be used as part of the selection process.
