Your tasks

As a procurement officer at the Environmental and Community Building Administration, you are driven by making a good deal where the organization receives quality at the right price while ensuring that the deal contributes to social and ecological sustainable development. To achieve this, you collaborate with requirement setters and various expert functions. You have a governing, consultative, and supportive role towards the organization. The work requires tactical and strategic thinking as well as a high degree of business acumen combined with a focus on the legal perspective. The work includes participating in the planning of procurement assignments and deciding on procurement procedures. It also includes providing advice and support in procurement technical and contract law matters, actively participating in the improvement work regarding procurement processes, and establishing contracts for the relevant organizations.

Your responsibilities also include:

• procurement of framework agreements
• procurement of contracts
• monitoring new legislation
• developing procurement strategies
• contract follow-up
• participating in dialogue with suppliers and contractors

Your workplace

The position as a procurement officer belongs to the Economics and Governance unit at the Environmental and Community Building Administration. The unit consists of 38 wonderful employees, where three procurement officers are tasked with developing, governing, and coordinating procurement as well as being responsible for needs and market analysis and call-off requests. As part of this team, you are an important cog in the administration's work to develop Linköping Municipality.

Who you are

We are looking for someone with experience in procurement work and who has independently managed procurements for several years. For the position, a university degree or vocational training with a relevant focus in purchasing, economics, or law, or other education that the employer deems relevant for the position is required. Experience in contract management and contract follow-up is an advantage, as is experience in submitting bids to the public sector. It is desirable that you have experience in construction procurement and knowledge of AB, ABT, ABK, and AMA. You need to have a good ability to express yourself in Swedish both verbally and in writing, as you will formulate clear requirements for bidders. We consider it an advantage if you have knowledge of contract law along with good knowledge of LOU.

As a procurement officer, you are confident and stable and have the courage to act according to your convictions. You have a good understanding of how people receive messages and clearly adapt information to the recipient. You find it easy to create contacts and are social and outgoing in professional contexts. Structured, planned, and organized are characteristics that describe you as a person, and you work from a service-oriented perspective. You are well-versed in procurement work, where your understanding of the good deal is particularly strong, and you continuously maintain your specialist knowledge.
