We are looking for a Lead Project Manager for the Ostlänken project for Trafikverket, a long-term assignment. The stationing location is Linköping, Jönköping, or Norrköping. The assignment can be carried out largely remotely, but requires some physical meetings at one of these offices.

This is a consulting assignment.

The position is part-time, with a scope of approximately 65 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment and Areas of Work

The urban area of Linköping is the southern concluding part of Ostlänken. The area extends from Linghem in the northeast to the Southern Main Line west of the new station in the southwest (where the connection will occur is under investigation). The section is approximately 12 km long, see Appendix 1. The project is in the planning phase where a system document and railway plan will be developed. For this, Trafikverket has hired Ramboll/Systra as the consulting firm for investigation/design. The planning phase is expected to last until Q1-2027.

The project is divided into two sub-areas - the station area/central section (from Stångån and westward) and the eastern connection. The sub-investigation for the station consists of a narrow corridor through a built-up urban area. It includes a new railway station for the residents of Linköping, connection to the Southern Main Line, road crossings, etc. The eastern part is an area that is not as densely built as the central section but involves other issues regarding, for example, the crossing of national road 35, species protection, property encroachment, and track geometry. Linköping municipality is concurrently working on a city structure sketch to develop the future city of Linköping.

To enable the construction of the Ostlänken, part of the work is to identify and propose measures for the existing infrastructure that the Ostlänken affects. In the Linköping urban project, there is a sub-project concerning utility coordination. The utility coordination sub-project runs from Q3-2024 to Q4-2035 and will occur in various phases. For example, in the planning phase, investigations and proposals for measures for existing infrastructure will be developed. The Utility Coordination sub-project is a long-term effort, and planning for the contracting setup is currently underway.

The assignment is a consulting role that involves leading and managing the work regarding utility coordination. This means that the consultant will work as a resource reinforcement in the client's project organization in the Linköping urban project. The assignment includes assisting project management with a project team with expertise in utility coordination and relocation of complex utilities. This requires good coordination skills with external stakeholders, primarily Tekniska verken and Linköping municipality.

The assignment according to this request includes the following roles: Project Manager for overall utility coordination and sub-project manager for various utility teams. The sub-project managers may have one or more competencies regarding utility types:

• Responsible for leading, managing, and following up on the work with utility coordination concerning time, cost, and content, and in consultation with the project manager decide on changes regarding time, cost, and content. • Plan, organize, and coordinate both internal and external resources such as project engineers, technical specialists, hired consultants, etc. • Lead meetings and negotiations to represent the organization and drive utility coordination from Trafikverket's side. • Lead the sub-project based on proven experience and established methods, adapting to the project's specific conditions. • Identify necessary activities and establish a timeline for the utility coordination work. • Collaborate with key stakeholders such as utility owners, the municipality, property owners, and consultants to ensure progress in the sub-project. • Participate in the procurement of consultants, contractors, and ensure quality in future phases of the sub-project. • Maintain a business-like approach in relation to suppliers. • Be able to manage budget, forecasts, and financial follow-up. • Handle documentation and records in various digital environments according to the project's decided working methods and confidentiality levels. • Ability to communicate and collaborate with individuals and/or groups.

Requirements (NOTE, mandatory)

Swedish spoken and written Experience from working in project groups where coordination has been important B driver's license Relevant education with a technical focus, or equivalent that the client finds comparable Documented experience of assisting in projects with the ability to be solution-oriented Professional experience of at least 10 years in project management within overall utility coordination Professional experience from at least 1 assignment with an employment rate of at least 70-80 percent in the role of project manager within water and sewage lines, both gravity and pressure or in similar complexity where the contract sum for the assignment has amounted to at least 100 MSEK Work experience from at least 1 project regarding utility relocations, where contractual issues with external parties have been part of the work Documented experience from at least 3 projects within the construction of utilities from award to final inspection Training in construction law Training in BAS-P/BAS-U

Meritorious Professional experience of at least 5 years in project management within High Voltage Lines. Professional experience of at least 5 years in project management within complex district heating lines. Professional experience of at least 5 years in project management within complex Opto/Tele lines. Documented ESA training.
