The Municipal Executive Administration is the administration of the municipal council. Here, about 100 employees work in finance and procurement, communication, IT, administration, business, tourism, HR and payroll, switchboard, security, and law.

The Department of Security and Preparedness works across the municipality with the security and safety of the municipality and is tasked with directing, supporting, and following up our strategic and systematic work with crime prevention, preparedness, IT security, security protection, and information security.

The department's operational idea, in our new organization, is to be responsible for questions regarding the municipality's responsibility for security and preparedness; to plan and take measures to protect citizens and society during various types of crises, wars, accidents, and during heightened preparedness. The department has about 15 employees and consists of the IT unit and the Security and Preparedness function. The latter function, your closest colleagues, consists of a Safety Strategist, Preparedness Strategist, and Information Security Strategist.

JOB DESCRIPTION

To strengthen the Security and Preparedness Department, we are now looking for a strategist focused on crime prevention and safety enhancement.

You will be the one who strategically works to develop the municipality's structure and progress within crime prevention in collaboration with external actors (Police, County Administrative Board, businesses, associations, etc.) as well as internal networks.

This is based on the current needs in Ystad Municipality in accordance with the national legal requirements placed on municipalities and our local ambition to be a safer and more secure municipality than most others. You will function as the municipality's expert in the field and will lead and implement development work, relevant analyses, governing documents, and drive and coordinate our long-term safety work. Furthermore, you will establish action plans based on current situational assessments regarding crime and safety. Finally, you will also coordinate the Local BRÅ working group.

The department works broadly, and you are expected to be able to adapt to new conditions and familiarize yourself with new subject areas while being helpful for the department's overall assignments within security, preparedness, and safety.

The role of Safety Strategist involves many contact points and collaboration both internally and externally. Therefore, you should find it easy to connect with others. A strong interest in crime prevention, safety issues, and community development is required, as well as a desire to develop the area.

You will be trained and introduced to our TIB function (official on standby) which occurs in contractual form with the municipalities of Sjöbo, Simrishamn, and Tomelilla. Standby service may be relevant depending on the applicant's interest and suitability.

QUALIFICATIONS

You have a university degree in political science, sociology, criminology, or a degree in another field that we assess as equivalent. Alternatively, you have other education that we assess as equivalent and experience working with crime prevention, safety issues, and technical security (CCTV, burglary, fire, access control), preferably in public administration. A B driver's license is a requirement as well as good knowledge of Swedish and English both orally and in writing. The position is classified in a security class and employment is preceded by a security review. Swedish citizenship and a passed security review are a requirement.

It is also meritorious if you have:

• understanding of, through experience or education, the roles of public, private, and non-profit actors in the overall safety work
• experience in investigative and analytical work, e.g., crime statistics, situational assessments, and action plans
• experience in process leadership/project management
• education and/or experience working with civil preparedness, signal protection, and security protection, including personnel security
