Kustbevakningen is looking for an officer for the Method Development Department
Kustbevakningen is a civil government preparedness authority responsible for maritime surveillance and environmental rescue services at sea on behalf of the government and parliament. During preparedness for environmental rescue, we work preventively with environmental monitoring while promoting a sustainable marine environment. We also conduct supervision and control of fishing, customs, border control, hunting, and nature conservation at sea. In addition, we work to increase safety through maritime traffic monitoring and maintain constant readiness for search and rescue operations. Around the clock, all year round, we are present along Sweden's coast, protecting lives and the environment, now and for the future.

Description
Kustbevakningen is looking for an officer for the Method Development Department, Unit for Rescue Services, based at Kustbevakningen's office in Gothenburg.
The Method Development Department develops and regulates methods and procedures for the Coast Guard's operations. The department ensures that the authority optimally meets operational capability requirements and that the operational activities are supported by effective and safe methods.
The unit is responsible for developing methods and routines regarding rescue services, diving operations, and the community's crisis preparedness. Furthermore, the unit is responsible for development issues and environmental monitoring through participation and coordination of issues within national and international agreements/organizations and participates in collaborative exercises and meetings. The unit evaluates the authority's rescue service efforts.
The unit provides methodological support by producing governing documents and assists other operational and administrative resources within the authority with expertise during exercises and training. The unit's tasks include, among other things, developing risk assessments, methodologies, and training materials, and the unit also works with follow-up and experience management.
Responsibilities
In close collaboration with other functions within the authority, provide support and advice in chemical management such as risk assessments, training, use of protective equipment, and handling of chemical waste.
Be able to support authorities with the interpretation of chemical and physical properties of oils during an environmental rescue operation and possibly also the impact on the marine environment.
Be active in Kustbevakningen's own environmental and sustainability work as an expert in chemical issues.
In your work, you will develop and drive chemical management centrally within the authority and administer chemical handling.
Lead and provide support and advice on the phase-out and substitution of chemicals in operational activities.
Furthermore, as an officer in rescue services, you will participate in method development and environmental monitoring within the area of rescue services and crisis preparedness. In the role of officer in rescue services, it may occur that:
- You participate in analysis, planning, and follow-up of Kustbevakningen's operations in preparation for revisions of governing documents.
- You collaborate regionally, nationally, and internationally with other authorities and organizations, representing the unit in collaboration issues and project groups.
- You participate as a lecturer and instructor in internal and external training.
- You take part in planning and follow-up of training within the authority's areas of responsibility.
- You prepare decision-making materials for the department's management group and the authority's management.
- You participate in the command during environmental rescue operations or crisis management during societal disturbances as needed.
Qualifications
You have a university degree with a relevant focus for the position, or equivalent knowledge acquired in another way.
Experience from previous work with chemical management or laboratory work, such as analysis of petroleum-based fuels and chemicals, can be a good background for the position.
You are outgoing and can present cases and report to a group. You have good collaboration skills and can work in a team as well as solve assigned tasks independently. You are used to working with many different tasks and can shift focus from operational to analytical work.
You have good administrative skills and good knowledge of the Office suite. You also have a good ability to express yourself well in both spoken and written Swedish and English.

Conditions
Permanent employment with a 6-month initial probationary period. Start date as soon as possible by agreement.
The place of employment is Gothenburg.
For employment, Swedish citizenship, a driver's license with category B, a negative drug test, and a security clearance with a background check according to the Security Protection Act are required.
Kustbevakningen participates in overseas assignments and international operations. Therefore, the position includes an obligation to serve abroad when required for the operation.
In the case of permanent employment, there is also an obligation to be placed in a war position.
