The municipal office focuses on management, coordination, and follow-up to ensure that the municipal group works efficiently with the residents' best interests in mind. The administration leads and coordinates community building and works for sustainable growth in Halmstad Municipality. Together, we are also responsible for governance and development of common municipal issues such as HR, communication, administration, and finance.

JOB RESPONSIBILITIES

As a land and development engineer, you will work with the community building process both in the detailed planning phase and the implementation phase of both private and municipal development. In this role, you will also represent the municipality and the municipal companies as property owners and in land leases.

You will have a role as project manager or project participant in one or more projects, which means you are responsible for the progress, content, and governance of a community building project. The work is conducted in internal and external project groups with several representative competencies. The role includes extensive contact with consultants, developers, property owners, residents, politicians, and representatives from other departments and administrations within the municipality. You are responsible for investigations of a legal nature regarding properties and planning implementation investigations. The tasks also include ongoing financial follow-up and the establishment of land allocation and development agreements. You are also expected to come in and challenge as well as drive change with a stable experience.

QUALIFICATIONS

To succeed in this role, you have a university degree or a college education with a focus on community building/surveying or another education that, together with work experience, can be considered equivalent. It can also be a technology candidate in real estate development or a civil engineer in community building or another education deemed equivalent. You have worked with GIS, mapping systems, and similar. If you have undergone developed leadership for specialists, it is also an advantage.

We see that you have several years of experience working as a development engineer previously. It is important that you have worked with sustainability issues and managed them in another municipality. You should have the willingness and drive to develop, as well as knowledge of the fundamentals of the position, for example, how to apply the Planning and Building Act and the Land Code and other relevant legislation. Furthermore, we see it as meritorious and interesting if you have another background in the industry, such as a technical project manager, project developer, and experience from one or more municipalities, the state land survey, or private companies. You should be business-minded, relationship-building, good at collaborating both externally and internally, and able to drive change.
