The Committee for Lifelong Learning is responsible for the municipality's tasks within the public school system, and the administration for lifelong learning manages the entire educational chain from preschool to adult education. In this context, the committee secretary plays a central role in ensuring quality and legal security in decision-making processes.

JOB RESPONSIBILITIES

As a committee secretary, you are our key person regarding coordination and administration of matters to the committee. You review preparatory documents and compile materials, as well as take minutes at meetings. To ensure a good preparatory process, you need to be consultative in your role by supporting elected officials, managers, and caseworkers in practical matters regarding the case preparation process.

You will work in a fully digital case management process, and in Kumla, we always want to develop and improve case management, which is why there is a network for committee secretaries in the municipality tasked with jointly driving development issues. We are at the forefront of our case management process where documents, meeting planning, processes for case flows between different decision-making bodies, and the way our elected officials access materials occur digitally.

As a committee secretary, you are the main registrar of the administration and have a key role in ensuring good quality in the administration's registry and document management through training initiatives and operational development. You will also be the administration's data protection coordinator and be part of the municipality's data protection network. In addition, other administrative tasks and the development of internal routines and governing documents may also occur.

Your workplace is in Kumla's city hall, you are part of the administration's management team, and you report to the head of the administration.

QUALIFICATIONS

We are looking for someone with an academic background in social or political science, law, public administration, or another relevant field. You have good knowledge of the Local Government Act, the Administrative Procedure Act, and public access and secrecy legislation.

You have experience working in digital case management systems and feel comfortable in an administrative role where structure and accuracy are crucial. Your ability to express yourself well in spoken and written Swedish allows you to communicate clearly and professionally.

As a person, you are meticulous, responsible, and have a service-oriented approach. You are proactive and work to solve tasks and drive work forward. Order and tidiness are a given for you, and you thrive in a role where you take responsibility for your tasks.

We would like you to have a strong interest in public administration and societal issues. Experience from a similar position within a municipality or other public administration, such as a committee secretary, is an advantage.
