The Social Services Administration in Stockholm Municipality has an overarching and coordinating role for the social services' individual and family care as well as the disability area. Here, good conditions are created to meet residents in need of social services support. In close collaboration with the district administrations, we contribute to a modern, digital, legally secure, equal, and knowledge-based social service with a strong focus on development. Within the administration, a wide range of support measures is offered to the city's residents, and the range changes based on the needs of Stockholm's residents and the wishes of the district administrations. The work is often carried out in close cooperation with other authorities, civil society, and business. The Social Services Administration is also responsible for the city's food and alcohol permits and tobacco permits, and carries out supervision.

The business area Permits and Supervision of Alcohol and Tobacco is tasked with ensuring good compliance with the Alcohol Act and the Tobacco and Similar Products Act, specifically regarding food and alcohol permits in Stockholm Municipality's restaurants and tobacco permits for sales outlets. The requirements for service and legal security in handling are high, and we strive to help all entrepreneurs who wish to conduct their business in every way possible.
This role belongs to the Unit for Administrative Support and Development, which is one of five units within the business area Permits and Supervision of Alcohol and Tobacco. In your team, you will work closely with about ten colleagues, consisting of administrative assistants, investigation secretaries, and a registrar.

Your role
As a Development Secretary, you will among other things:
- Work with the area's strategic communication and coordinate the ongoing communication work in our internal and external channels, such as the intranet, website, and newsletters.
- Be a close support to the area manager and unit managers in the work with planning, development, and follow-up of the operations.
- Drive and lead larger development and improvement projects in close collaboration with managers, team leaders, and employees.
- Analyze the operations' results, write service statements to the board, and produce well-founded decision materials for the area.
- Monitor relevant areas and participate in networks to capture new knowledge and trends that can be implemented and integrated into the organization.
- Perform qualified administrative tasks based on the operations' needs.
The role is new within the area, and therefore there are opportunities to develop it together with managers and colleagues.
Your competence and experience
We are looking for you who have:
- Relevant higher education, such as in social sciences, law, communication, or other education that we assess as relevant.
- Experience in project management in larger, complex projects with many stakeholders.
- Good pedagogical skills and the ability to explain complex issues in a simple way to different target groups.
- Very good ability to express yourself in speech and writing in Swedish, including handling extensive written material.
It is an advantage if you have experience of:
- Project management with elements of strategic and operational communication work.
- Leading change and development projects related to digitalization, IT systems, and new digital ways of working.
- Work with public authority enforcement.
- Writing service statements.
- Work in a politically governed organization or the public sector.
To thrive and succeed in the role, you are proactive, independent, and development-oriented. You should be able to identify and then drive improvement work. It is important that you enjoy collaborating and have good communication skills, as the role involves many contact surfaces. Your work is consistently characterized by structure and precision as well as a holistic view, where you see both details and the bigger picture.
