Our Operations

The Procurement Unit plays a crucial role in the municipality's work to use public procurement as a tool to drive societal development in a sustainable direction. Our mission is to ensure that the municipality's purchases are efficient, resource-smart, and sustainable over time. We have specialists in procurement, contract management, and e-commerce. Today, we have approximately 15 employees, including the unit manager.

Your Role

In this role, you will hold a central position where you drive complex IT procurements, lead projects, and ensure that the municipality's contracts are both business-minded and future-proof. You will become an important part of our IT category team, where you, together with the IT operations and experts from various parts of the municipality, contribute to developing methods and strategies.

The duties of the procurement specialist include primarily:

• As a project manager, being responsible for the planning and execution of procurements with varying complexity and scope within the IT category.
• As a procurement specialist, driving needs and market analyses within the area.
• Analyzing needs, designing procurements, negotiating with suppliers, ensuring compliance with laws such as the Public Procurement Act (LOU), and following up that deliveries meet the requirements.
• Independently and in groups preparing and compiling procurement documents, contracts, and being responsible for bid evaluation.
• Serving in an advisory role regarding procurement and purchasing issues in the municipality.
• Maintaining continuous contact and dialogue with both clients and suppliers, and not least, with the municipality's operations.
• Actively participating in the unit's development work regarding working methods, common processes, as well as templates and routines within procurement.

Your Experience

The position requires that you have:

• A university degree or higher vocational education (YH) focused on procurement/purchasing, law, economics, IT, technology, or other relevant education or experience that we assess as equivalent.
• Good knowledge of the Public Procurement Act (LOU) acquired through both theoretical education and practical implementation (>3 years).
• Strong communication, analytical, and collaborative skills – the ability to work with adapted messages to target groups and individuals, both in written and spoken form.
• Very good command of Swedish, both in speech and writing.
• Experience in conducting procurements within the IT sector.
• Good knowledge and experience in reading and interpreting complex IT contracts.
• Experience in conducting procurements using negotiated procedures.

The position is meritorious if you have:

• Experience in independently driving processes within purchasing or procurement.
• Experience in working in projects or in collaboration with different functions.
• Knowledge and experience of working in a politically governed organization.
• Good experience from IT-related assignments.
