Within the municipality's social services department lies the Competence Recruitment Unit (KFE) – a central part of individual and family care focused on supporting individuals towards self-sufficiency, sustainable progression, and increased participation in societal life. Here, official authority, coaching support, labor market initiatives, and collaboration with internal and external actors meet in cohesive processes.
The Competence Recruitment Unit has three responsible unit managers who lead the team, one of whom will be your direct supervisor.
Do you want to work on strengthening individuals' self-determination while contributing to improving society's welfare system? We are now looking for a personal representative who wants to make a difference for people with mental disabilities. The personal representative activity is a voluntary municipal initiative aimed at supporting individuals over 18 years of age with mental disabilities who have significant difficulties in their daily lives. The target group often has complex and extensive needs for care, support, rehabilitation, and employment, which requires long-term contact with various authorities. As a personal representative, you work independently and exclusively on the individual's behalf, helping them uphold their rights in society. In the western district, which includes Karlskoga and Degerfors, two representatives work with Karlskoga as the host municipality.

Job Responsibilities
The work within the Competence Recruitment Unit involves, among other things, guiding users towards self-sufficiency through social change work and a coaching approach where the individual's own resources are central and utilized to the best of their ability. Mapping and contacting authorities are important parts to ensure the individual's needs are met according to legal rights. This means that as a personal representative, you constantly need to keep up with any changes in laws and regulations and be able to obtain the information required to support the person.
As a personal representative, your primary task is to support the individual based on their own wishes and needs. Your main job responsibilities include:
- Individual Support: Being a support in contact with authorities, healthcare providers, and other actors to increase the client's participation in society and opportunities for an independent life.
- Coordination: Helping the individual access care, support, and services on equal terms, as well as supporting in legal aid and counseling.
- Strengthening Self-Determination: Actively working to strengthen the client's ability to influence their own life situation.
- Identifying System Flaws: Structurally highlighting and pointing out flaws in the welfare system that prevent individuals from receiving the support they are entitled to.
- Reporting and Collaboration: Identifying system errors and flaws in authority execution that are noticed in society and may negatively affect the individual, as well as participating in experience exchange with other representatives.
Personal representatives often work alone and meet people in vulnerable situations, which means you must have a good attitude, an empathetic approach, the ability to work independently, and be flexible.
As a new employee in the coaching group, you will receive an introduction and access to a mentor.
We offer flexible working hours and a wellness allowance of 3,000 SEK.
Qualifications
Requirements:
- Secondary education.
- Relevant competence.
- Work experience and good knowledge of people with mental disabilities and the consequences/limitations these may entail for the individual.
- Good communicative skills in Swedish. You master the Swedish language so that you can communicate both orally and in writing with users, colleagues, and relatives in the manner required by the activity.
- Knowledge of legislation and authorities. Good familiarity with social services, healthcare, and other relevant authorities' responsibilities and organization, as well as current legislation regarding care/support/services for people with mental disabilities.
Merits:
- University or college education.
- The Swedish National Board of Health and Welfare's introductory training for personal representatives.
Employment Type: Permanent.
Duration: Permanent, start date: By agreement.
Background Check
To work in user- and patient-facing roles, you must submit a certificate of good conduct from the police's criminal record register. You must request the certificate yourself from the National Police Board using the form "Extract from the criminal record register" available in the form archive on the police website.
