We are looking for a Design Manager for earthworks and civil engineering for an assignment with the Swedish Transport Administration (Trafikverket).
This is a consulting assignment based in Skellefteå. The position is full-time.
The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork skills.
The Assignment
You will work as a Design Manager for earthworks and civil engineering within the Swedish Transport Administration's Norrbotniabanan project. You will become an integrated part of the client's project organization and be responsible for design management during the preparation of tender documents, construction documents, and operational data for road and railway facilities as well as structures.
The assignment focuses primarily on the project "Skellefteå Södra – Construction Documents Project," which involves detailed design of an approximately 46 km long railway section between Ytterbyn and southern Tuvan, including a regional train station in Bureå.
In this role, you will:
- Complete ongoing detailed design in close collaboration with the project manager and other design managers.
- Handle design changes during the construction period.
- Support project and construction management in the follow-up of contracts when needed.
- Lead the work with operational data after the completion of the contract.
- Participate in other projects within Norrbotniabanan when needed.
- Contribute to knowledge transfer to Swedish Transport Administration employees within your area of responsibility.
The work on the tender documents has been ongoing for about three years and is expected to be completed mainly during 2026–2027. The first contract has been procured, and production start is planned for autumn 2026.
Responsibilities
As a Design Manager, you are responsible for planning, leading, and monitoring the design process regarding time, cost, quality, and content. You work independently in close collaboration with the project manager and are responsible for the progress of the design.
Your main responsibilities include:
- Lead, control, and monitor design contracts, as well as manage changes in time, cost, and content.
- Report to the project manager and be responsible for information flow to suppliers.
- Coordinate design work with other projects, specialists, and external stakeholders, such as municipalities and interested parties.
- Ensure that necessary permits and approvals are obtained.
- Review and quality assure design documents and follow up on technical requirements in contracts.
- Ensure that the supplier receives necessary decisions from the project and external consultation partners.
- Prepare complete tender documents prior to contract procurement and assist the project manager during procurement.
- Be responsible for invoice verification and risk management within the design assignment.
- Ensure that occupational health and safety requirements are considered during both the construction and operational phases in collaboration with BAS-P and occupational health specialists.
- Represent the Swedish Transport Administration in meetings with suppliers, external stakeholders, and authorities, for example in permit cases and the Land and Environment Court.
- Contribute to good relationships with interested parties and the public, and be responsible for memo management and the creation of operational documents.

- Own car for work use.
- Work-related travel occurs, primarily to Skellefteå.
Requirements
- Fluent in Swedish, both spoken and written.
- At least 5 years of experience as a project manager, design manager, or lead designer within detailed design of earthworks and civil engineering projects in the railway sector.
- Documented education in contract law (AB and ABK).
- Documented education in BAS-P/BAS-U (or the possibility to complete the education before the assignment starts).
- Documented education in client's occupational health and safety responsibility (or the possibility to complete the education before the assignment starts).
- Very good ability to express yourself in Swedish, both spoken and written.
- Valid B driver's license.
Merits
- Extensive experience in design management in large railway projects in the role of client, with coordination between several technical areas such as earthworks, structures, BEST, and roads.
- Experience representing applicants in permit cases for water operations at the Land and Environment Court during main hearings.
- Good understanding of the role and ability to effectively contribute to the implementation of the project.
