We are looking for a Construction Manager BEST (Luleå C) for a consultancy assignment with Trafikverket (Swedish Transport Administration). The base of operations is Luleå. Travel occurs, approximately 1 trip per month. The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

We are seeking a Construction Manager BEST for Trafikverket's project Luleå C within the Norrbotniabanan project. The project involves the reconstruction and modernization of Luleå Central Station, where the existing signal control system is to be replaced and the rail yard undergoes both new investment and reinvestment measures. The new signal control system is planned to be put into operation during 2028, while simultaneously improving accessibility for passengers. Design for construction is ongoing, and construction start for the Earthworks/BEST contract is planned for autumn 2026.

The assignment involves working as a Construction Manager BEST in Trafikverket's project organization and supporting the project manager during production. You are responsible for leading and coordinating construction management, monitoring the contractor's work, and ensuring that the contract is carried out according to the contract, schedule, quality, working environment, and other requirements.

Responsibilities

• Lead and coordinate construction management within BEST.
• Report to the project manager and participate in production-technical solutions.
• Be responsible for daily contact with the contractor and monitor the progress of the contract.
• Inspect the contractor's work, identify risks, and provide data for decision-making.
• Coordinate with adjacent contractors and external parties.
• Review control plans, work preparation documents, self-inspections, inspections, as well as final and as-built documentation.
• Ensure that working environment requirements, authority requirements, and permits are followed.
• Represent Trafikverket at meetings and consultations and contribute to good relationships with stakeholders and the public.
• Assist in other parts of Norrbotniabanan within the scope of the assignment if needed.

Requirements (OBS, mandatory)

• Fluent Swedish in speech and writing.
• At least 7 years of experience as a construction manager within Railway and/or Electrical Engineering. The experience must have been acquired within the last 15 years, with an average employment rate of at least 50% per claimed year of experience.
• Experience as a Construction Manager in at least one major rail yard reconstruction (100 MSEK in contract value) involving more than 3 tracks during reconstruction or new construction. Verified via at least one approved reference assignment.
• Experience with ABK09 and AB04 contracts.
• Valid driver's license (Category B).

Meritorious

• Extensive experience in project or construction management of contracts for a public client.
• High initiative.
