Your responsibilities and tasks
As a Case Manager specializing in Security Coordination and Emergency Planning, you will hold a key position in driving and further developing a unified, systematic, and operation-adapted security work within the department. You will serve as a support to operational managers and are also part of the network of security coordinators within the agency. You are responsible for ensuring that legislation and regulations are followed and contribute suggestions on how these can be met in an efficient manner.
The tasks are based on governing documents and regulations within security protection, operational security, emergency planning, as well as risk and vulnerability analyses.
The tasks include:
- Contributing to operation-oriented security protection work by translating, implementing, and following up on the agency's overall guidance within operational and security protection within the department, including working together with colleagues to coordinate the department's risk and vulnerability analyses (RSA) and emergency planning.
- Supporting the department's systematic security work by preparing, establishing, maintaining, and following up on:
- Incident reports
- Information classifications
- Risk and needs analyses
- Continuity analyses and plans
- Operation descriptions
- Operation-based security protection analyses, security protection plans, and special security protection assessments
- Develop and quality-assure operation-specific routines for a conscious and robust security culture. Prevent, detect, and handle security threats in the operations and feed these experiences back to others for continuous learning and constant improvement.
On the staff, there is an employee with a corresponding assignment as support and for close collaboration. The work within the staff is characterized by teamwork, and responsibility for different processes and issues may shift over time with the obvious starting point that we help each other.
Your knowledge and competencies
To succeed in the role, you have relevant education and experience within the security area with a good ability to translate legislation, regulations, and governing documents into practical working methods. With your communicative and pedagogical skills, you also enjoy providing qualified support to managers and operations in security-related matters.
We are looking for you who have:
- Relevant post-secondary education, preferably within areas such as security, risk management, crisis preparedness, civil protection, or equivalent as deemed by the employer.
- Current knowledge in areas such as security protection, information security, emergency planning, or risk and vulnerability analyses (RSA).
- Experience in establishing, maintaining, and following up on security protection analyses, continuity plans, information classifications, or other security-related documentation.
- Good analytical, communicative, and advisory skills with experience in translating legislation and governing documents into practical working methods and routines.
It is an advantage if you have documented knowledge in the following areas:
- Experience from working in the public sector.
- Experience and familiarity with leading and facilitating different types of groups through, for example, training, workshops, or development work.

About the employment
We offer you a permanent full-time position starting with a probationary period.
Your place of work will be Karlstad, and travel within the employment will occur.
The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
About us
The position is located on the staff for the Rescue Services Department. The staff is a management support with the task of supporting the department head in directing, planning, steering, and following up on operations. The assignment also includes coordinating the department's ongoing work and, in collaboration with the entire agency, working on overall agency and department assignments. In addition, the staff is responsible for preparing cases, coordinating EU and international issues, and managing and developing processes. The staff unit is led by a unit manager and consists of nine employees.
