About the Role

You will step into a business-critical role where a larger organization within higher education is procuring a new payroll system. The role combines project management with qualified expert support throughout the entire procurement process, from requirements definition and documentation to evaluation, supplier dialogue, and preparations for implementation. You work closely with operations and IT, with many dependencies between HR, payroll, time, finance, and integrations. This is a role for you who want to influence both strategic choices and the practical pace of execution in a complex environment.

Responsibilities
  • You plan, lead, and drive the procurement work from start to a completed decision basis.
  • You develop and anchor the requirements specification for the payroll system together with the organization's specialists in HR and payroll, as well as relevant IT resources.
  • You design procurement documentation, including requirements, documentation, evaluation model, and appendices.
  • You lead the bid evaluation and compile evaluation results with clear recommendations.
  • You drive and support supplier dialogues within a negotiated procurement procedure.
  • You contribute to contract negotiations and ensure that important operational requirements are captured.
  • You provide strategic and operational advice on procurement matters, as well as support for upcoming implementation and rollout.
  • You create structure, documentation, and a clear handover to the next phase.
Requirements
  • You have the competence to contribute both strategically and operationally to ensure that the procurement is carried out with high quality and strong operational anchoring.
  • You have current (last three years) documented experience in project managing the procurement of a payroll system where the procurement resulted in a signed contract.
  • You have at least 5 years of current documented experience in digitalization projects within HR/payroll.
  • You have documented experience in change management and business development related to the procurement of a payroll system.
  • You have good knowledge of payroll processes in their entirety, from employment and changes in employment to payroll calculation, payment, reporting, and closing.
  • You have good knowledge of payroll system functionality, process flows, and dependencies on HR, time, finance, and integration solutions.
  • You have good knowledge of Swedish collective agreements and the application of contractual terms within public operations.
  • You have experience in defining requirements for integration architecture between HR, payroll, finance, time, and identity management systems.
  • You have experience in defining requirements regarding system functionality, security, access rights, traceability, and regulatory compliance within the payroll area.
  • You have documented experience in procurement according to the Public Procurement Act (LOU).
  • You have documented experience in complex payroll management and complicated contractual relationships.
  • You have documented experience in developing requirements specifications for payroll systems and designing evaluation models in connection with procurement.
Merits
  • You have documented experience in project managing the procurement of a payroll system in a larger complex organization in the public sector as a senior consultant.
  • You have experience with both on-premises and SaaS solutions.
  • You have knowledge of the Terms of Employment for Government Employees (Villkorsavtalet).
  • You have experience in procuring using a negotiated procedure.
  • You have knowledge of master data functionality and information architecture within HR/payroll.
  • You have experience in automation, such as RPA or AI, in payroll processes.
