The Procurement Unit consists of a Procurement Manager and 10 employees with experience in procurement, law, e-commerce, and operational follow-up.

Job Description

Do you want to work with procurement in a municipality where you play a central role in supporting operations and contributing to efficient and business-minded transactions?

As a Procurement Specialist at Lidingö Stad, you work close to the operations and support our administrations in planning and executing procurements. You drive your own procurement projects from start to finish and serve as a key support to buyers throughout the entire purchasing process. The role involves close collaboration with various operations, where you contribute with structure, competence in the Public Procurement Act (LOU), and an advisory approach.

As a Procurement Specialist at Lidingö Stad, you will:

• Plan and execute procurements in accordance with LOU (Public Procurement Act)
• Support administrations and buyers throughout the entire procurement process
• Prepare tender documents, specifications, and contract terms
• Conduct bid qualification and evaluation
• Provide advisory support on matters related to purchasing and procurement
• Contribute to the development of working methods, routines, and templates within procurement

Qualifications

We would like you to have a solid foundation in the procurement process and the ability to independently drive procurement projects. You understand the legislation and can translate it into practical and business-oriented solutions.

Furthermore, we are looking for someone who has:

• Relevant education, for example in economics or public procurement
• Experience working with public procurement according to LOU and having conducted own procurements and direct procurements, preferably within IT
• We also see that you have experience with LOV (Public Contracts Act) and previous experience working against welfare crime and contract follow-up
• Good ability to express yourself in speech and writing in Swedish
• Good administrative skills and experience working structured in a project format

Merit-based competencies mean that you can contribute faster in the role and take responsibility for more complex procurements or development work. The qualifications we consider to be meritorious are as follows:

• Experience of procurement within a municipality or other public operations
• Experience of procurement within care, social services, or related areas

Employment type: Permanent position.

The city applies individual salary setting. Start date by agreement. The position is a permanent full-time role.
