About the Swedish Prison and Probation Service

The Swedish Prison and Probation Service is expanding – we are building new facilities, renovating, and adding to existing structures, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will become safer and more secure for everyone. We are the agency responsible for prisons, probation, remand prisons, and client transport.

The primary task of the HR department is to contribute to the Swedish Prison and Probation Service having good conditions to further develop its ability to achieve its goals by being an attractive employer, workplace, training provider, and collaboration partner that makes a difference in society.

The HR department consists of four units and has approximately 400 employees distributed across the units: operational HR, planning and employer development, leadership and employee relations, and education.

The Operational HR Unit is responsible for identifying, developing, implementing, and monitoring employer support for managers within the Swedish Prison and Probation Service. The unit provides operational HR support, advice, and guidance so that managers are strengthened in their employer role and their ability to lead operations and employees increases.

Job Description

The Swedish Prison and Probation Service is facing an expansion phase with the goal of reducing recidivism and thereby creating a safer society for everyone. To achieve this, we are looking for an engaged Competence Supply Expert who wants to contribute to the future Swedish Prison and Probation Service.

As a Competence Supply Expert, you will play a key role in ensuring that the Swedish Prison and Probation Service attracts, develops, and retains the right competence. You will support managers across the entire HR area, with a special focus on competence supply. The role involves initiating, planning, leading processes, and monitoring competence supply plans according to established methodology.

You will work strategically to identify, analyze, develop, and monitor the agency's long-term competence needs, as well as translating national plans into regional and local initiatives in collaboration with operational managers. The work also involves collaborating both internally and externally so that the Swedish Prison and Probation Service can achieve its goals in the competence supply area. Together with the Group Manager for Recruitment, the Regional Communicator, and ambassadors within the operations, you will also contribute to working to attract new employees throughout the region.

You will also participate in a national network together with other Competence Supply Experts to create learning and uniformity in the work. This also includes national business trips a few times a year as well as travel within the region according to planning.

We are looking for you who have:

  • An academic education with an HR focus, or alternatively another academic education combined with experience that the Swedish Prison and Probation Service deems relevant
  • Several years of broad experience and independent HR work in a larger organization
  • Experience in driving and maintaining processes with several internal and external actors
  • Experience in competence supply at both strategic and operational levels
  • Ability to express yourself well in speech and writing in Swedish
  • Very good knowledge of the Office package

It is meritorious if you have:

  • Experience of HR work within public administration
  • Experience in preparing overarching competence supply reports
  • Experience in preparing materials/presentations in various contexts
  • Knowledge of competence-based recruitment
