The County Administrative Board is an expert agency in areas such as nature and the environment, community building and rural affairs, directly subordinate to the Government. We act as a link between people, municipalities, regions and various authorities. We work to ensure that national goals are implemented in the county. We do this by looking at the whole picture in our authority's operations, by disseminating knowledge and by coordinating and developing various substantive issues. The Planning and Building Unit plays a central role in the County Administrative Board's work on sustainable community development, physical planning and legally secure application within the field of community building. The unit operates in a complex context with many dependencies, broad collaboration and high demands on quality, pace and judgment. The assignment covers both strategic and operational perspectives and requires the ability to maintain the whole, prioritization and implementation. The unit is located within the Community Building Department.

We are looking for you who want to take overall responsibility for leading the unit's operations and simultaneously represent the authority in strategic issues regarding planning, construction and long-term development in the county.

Job Responsibilities

As Head of Unit, you are responsible for leading, coordinating, prioritizing and monitoring the unit's work.

You have responsibility for operations, personnel, working environment and budget within the unit and ensure that the work is carried out efficiently, legally secure and in line with the authority's assignment, current legislation and internal governance.

You are responsible for creating structure, clear division of labor and good conditions for employees to fulfill their assignments. This means that you clarify goals and expectations, make decisions within given frameworks, follow up on results and act in the event of deviations, risks or deficiencies in implementation. The role requires clear leadership where governance, responsibility and follow-up form the foundation.

You are part of the department's management group and actively contribute to the department's overall governance and development. In the role, you are also expected to contribute to the authority as a whole, not just to the unit's own results.

The assignment includes among other things:

  • leading and developing the Planning and Building Unit's operations,
  • ensuring that the unit's work is planned, prioritized and followed up,
  • bearing employer responsibility for the unit's employees,
  • ensuring good internal governance and control within the unit's area,
  • representing the authority in issues concerning community planning, construction, designed living environment and cultural environments,
  • contributing to strategic assessments and official statements within the unit's area of responsibility,
  • collaborating with municipalities, state authorities, the region and other external actors,
  • contributing to the development of the department and the authority through active management group work.

Qualifications and Profile

You have:

  • experience of management assignments with responsibility for operations, personnel and working environment,
  • experience of leading, prioritizing and following up work in a knowledge-intensive operation,
  • many years of experience of qualified work within the field of community building,
  • municipal experience within community building,
  • good knowledge of the Planning and Building Act and good understanding of public community planning,
  • good ability to express yourself well in Swedish, both orally and in writing.

It is meritorious if you have:

  • experience from state operations.
  • experience of working in a politically governed organization or other public operations.
  • experience of budget responsibility and operational management.
  • experience of representing an organization in strategic and external contexts.
  • knowledge of administrative law issues and state governance.

To function well in the role, you need to be clear, structured and have a good ability to hold together a complex assignment with many contact surfaces. You need to be able to make decisions even when issues are complex, interests are at odds or the material is not unambiguous.

You have good judgment and high integrity in the authority role. You collaborate well with others and build trusting relationships, but without losing direction, responsibility or demands for implementation. You lead by creating clarity, responsibility and peace of mind. You give room for action within clear frameworks and follow up in a way that strengthens quality, responsibility and development.

About the Position

The employment is a permanent position. Probation may be applied. Desired start date is by agreement.

All positions at the County Administrative Board may be subject to security clearance and war posting depending on the nature of the assignment.
