The Department's Mission
The Swedish Public Employment Service is looking for an experienced Business Analyst for the IT department to support the further development of internal systems. These are based on Pega's technical platform and we call them BÄR internally. They are central systems used by case workers to manage job seekers and assign them to the right support and measures. As a Business Analyst, you will play a key role in translating the organization's needs into clear and actionable requirements for the development team, and ensuring that the solutions comply with current regulations, laws, and create value for users.
Job Description
In this role, you will have the following responsibilities:
- Gather, analyze, and document business needs related to the development and improvement of our decision and case management systems.
- Formulate clear and testable requirements, both functional and non-functional, for the development team to implement.
- Ensure that the system's functionality supports case workers in making decisions according to current laws, regulations, and internal guidelines.
- Collaborate with other teams within the portfolio to create a common, generic basic functionality.
- Act as a link between the development team and various business stakeholders to create a shared understanding and alignment.
- Participate in planning, prioritization, and follow-up of development work together with product owners and other key personnel, inside and outside the team.
- Plan and execute demos for various stakeholders and facilitate workshops.

Basic Requirements for the Position
- At least 3 years of documented experience as a Business Analyst in large IT projects with complex system environments.
- Experience in gathering requirements in close dialogue with the business.
- Experience in writing clear requirement specifications, documenting use cases, and visualizing flows.
- Knowledge and understanding of how regulations affect system logic and requirements.
- Very good communication skills in Swedish and English, both verbal and written.
Additional Merits for the Position
- Experience from the public sector or from operations with strong regulatory governance.
- Experience working with large administrative support systems.
- Experience with tools for requirement management, rule modeling, and flow visualization.
- Knowledge of Pega.
- Experience collaborating with different roles and levels within an organization.
- Experience driving work forward and creating clarity in complex issues.
