Are you passionate about Sweden's development and contributing to the implementation of a modern rural policy and regional development policy? Have you previously worked as a manager with personnel and budget responsibilities in the Swedish state sector? Then you may be the person we are looking for.
At Tillväxtverket (the Swedish Agency for Economic and Regional Growth), we work for competitive businesses and sustainable development throughout Sweden. We provide knowledge, networks, and investment opportunities. This creates direct benefits for businesses, as well as the conditions for businesses, municipalities, and regions to meet future challenges. Tillväxtverket is a national authority with a regional presence in nine locations.
Tillväxtverket has a coordinating and development mandate regarding the implementation of Sweden's cohesive rural policy. This mandate includes supporting, implementing, analyzing, and communicating the results of measures within this policy.
The Rural Areas and Local Capacity Unit works to strengthen the implementation of the cohesive rural policy, improve access to commercial services in rural areas, and enhance development capacity in municipalities and civil society. The unit currently consists of eleven employees.
About the role
The role involves leading, organizing, planning, monitoring, and representing the unit. You will support and drive the implementation of the cohesive rural policy in collaboration with national, regional, local, and non-profit actors. You ensure that the unit contributes to strengthening Tillväxtverket's knowledge role within rural policy and communicates results both externally and internally. You ensure collaboration both internally and with external partners to produce relevant and useful knowledge that the government, our other target groups, and the authority itself can act upon.
As a manager, you develop operations through trust-based leadership. The role includes working on policy development within our policy areas together with the department.
You are part of the department's management group and report to the Department Head.
Internally, you will have extensive contact within the department, particularly with other units in the department as well as other departments. Some of the external contacts will include the Government Offices, the European Commission, national authorities, county administrative boards, regions, municipalities, Sveriges kommuner och regioner (Swedish Association of Local Authorities and Regions), and civil society.
Your place of work is: Östersund or Stockholm.
Travel is included in the position.
We are looking for someone who has:
- A university or college degree in fields such as social sciences, political science, or equivalent.
- At least 2 years of experience working as a manager with personnel and budget responsibilities in a state service position.
- At least 5 years of experience working in state administration at a national or regional level.
- Fluent proficiency in Swedish and English, both spoken and written.
- Experience leading work within cohesive rural policy, regional development policy, industrial policy, or cohesion policy.
The following are meritorious:
- Worked at or in close cooperation with the Government Offices.
- Previous work at a national and/or regional level that has given you good knowledge of local and regional conditions for growth and development.
As a person, we are looking for you who are strategic, proactive, and results-oriented. It is also important that you are relationship-building and communicative.
We will place great emphasis on personal qualities.
We expect you to live up to our employee and manager policy, which expresses the expectations we have for all employees.
We assume that you share our value base, which is the Swedish public sector value base. This unites all state employees, regardless of activity and profession. The value base aims to create an administration that is efficient, legally secure, and free from corruption and abuse of power.
Employment type and application deadline
The employment is a fixed-term contract (substitute) during 2026.
The last day for applications is June 10
