About the Position

We are continuing our development journey within procurement in Laholm and are now looking for another colleague to join our fantastic small unit.

You will be responsible for the entire procurement process from needs assessment to contract follow-up. The procurement unit is located within the Administration for the Municipal Executive Board. We are a small procurement team in Laholm consisting of a Procurement Manager, two Procurement Officers, and an E-commerce Manager. We are now expanding with a fifth position, which is the one we are currently seeking.

Our purchasing team has an open and close collaboration where we support and encourage each other in everything, big or small. Although much of the work is independent, you are never alone in the procurement unit in Laholm; we always fight together. We believe it should be fun and meaningful to go to work.

In Laholm Municipality, we work with procurement within the municipal group.

Laholm Municipality currently works in the procurement tool eAvrop, which we are in the process of implementing.

In 2024, an e-commerce solution was also introduced for the municipality, where our E-commerce Manager will be your contact person for setting up contracts that should be available in our e-commerce solution, Proceedo.

The main tasks of the procurement unit are to handle procurements, carry out specific procurements, provide internal/external advice and to municipal companies, provide information and training, and administer the municipality's e-commerce solution.

The Role of Procurement Officer in Laholm Municipality

In your role, you are expected to act as a project manager and hold the entire process together. You have the ability to build good relationships. Since the work involves many contacts both internally and externally, it is important that you act professionally, commercially, and have the ability to communicate and collaborate in a trustworthy manner. To succeed in your work, you must have a structured approach and be accustomed to having several projects running simultaneously.

As a procurement officer in Laholm, this also involves some responsibility for the e-commerce aspect, where each responsible procurement officer must ensure that price lists, price changes, etc., are administered in the e-commerce solution. This may also include training, support, and helpdesk functions for the e-commerce solution.

The role also involves independent and varied work with a focus on the needs of the operations.

Responsibilities

Your responsibilities will primarily consist of:

• Independently planning, leading, and conducting procurements of varying complexity and taking responsibility for the entire procurement process, from needs to contract follow-up.
• Financial acumen with the ability to steer towards total benefit and customer value.
• Develop evaluation models, both with a strategic perspective and using the evaluation models available in e.g., eAvrop.
• Administration of contracts and the contract database.
• Administer products/services and price lists in the e-commerce solution when relevant.
• Provide advice and support in procurement and ordering matters.
• Train and inform about purchasing and procurement issues both externally and internally.
• Handling appeals in procurement cases.

You will also participate in networks together with other municipalities and the region in Halland, and be involved in creating the right conditions within certain networks to develop procurement work for both Laholm Municipality and the rest of the county.

Qualifications

We are looking for you who have an academic degree in law, economics, engineering, or other education that the municipality considers suitable for the position.

You have some years of documented experience in independently driving and conducting procurements according to LOU (Public Procurement Act).

Experience with procurement involving quantity evaluation of products and services.

You are a proficient IT user and express yourself well in Swedish, both orally and in writing. Previous experience with electronic procurement tools such as Tendsign is an advantage.

The work requires that you are service-oriented and analytical.

Additionally, we look for you to have:

• Good project management skills.
• Good knowledge of the Office package and good knowledge of Excel for quantity evaluation.
• The ability to handle several ongoing processes/procurements simultaneously and thrive in a high tempo.
• Knowledge of conducting procurement using AMA AF, AB, and ABT.
