Job Description

Assignment Description

The assignment involves working as a resource consultant within the line organization at the Section for External Assignments, which includes units for civil duty and electricity preparedness, among others. The consultant is to support the respective unit's assignments in areas such as investigations, operational follow-up, coordination, and business development.

A central part of the assignment is to coordinate with actors within the electricity sector and related authorities regarding questions concerning civil duty and electricity preparedness. The consultant is to actively work on preparing and anchoring decision-making materials and follow up on the progress of assignments involving external actors. The assignment requires knowledge of relevant legislation in the area as well as good experience of authority operations.

Responsibilities

The assignment includes the following tasks:

• Business Development: Contribute to the development and efficiency of operations through proposals for new working methods, capabilities, and functions that strengthen electricity preparedness.
• Analysis: Conduct analyses regarding, for example, needs, risks, and effects related to electricity preparedness and develop proposals.
• Investigations: Investigate issues within electricity preparedness and total defense, including the impact on public and private actors.
• Reporting: Document results from analyses and investigations in the form of reports, decision-making materials, and presentation materials.
• Client Support: Support operations in requirement setting and ordering of products and services related to civil duty and electricity preparedness.
• Follow-up and Quality Assurance: Ensure that ongoing work and deliveries within the area meet set goals and requirements.
• Forum Participation: Represent the operation in internal and external forums for electricity preparedness and civil duty, and coordinate issues involving multiple actors.

Requirements

1. The consultant must have at least 10 years of professional experience within the electricity supply sector.
2. The consultant must have at least 2 years of professional experience working with civil duty and the legal provisions relevant to the duty.
3. The consultant must have at least 5 years of professional experience in business development within public sector operations.
4. The consultant must have fluent Swedish skills in both speech and writing.

Preferred Qualifications

1. The consultant should have at least one year of professional experience working with cybersecurity issues within industrial control systems for operational technology.
2. The consultant should have at least two years of professional experience working with total defense and preparedness issues, with a special focus on civil duty within electricity supply.
3. The consultant should have professional experience working with the Electricity Preparedness Act.

Other Conditions

• Start Date: 2026-09-01
• End Date: 2028-09-01
• Extension: Possibility of extension for 1+1 years, up to 2030-09-01.
• Scope: Approximately 100 %.
• Location: The authority's offices in various parts of Sweden. Possibility of up to 90 % remote work depending on the operation's needs. Physical presence is expected approximately once a month at selected headquarters. Travel within the assignment may occur as needed.
