Description

The overarching department Quality, Support and Development within the Social Services Administration supports the administrative leadership, managers, politicians, and operational areas in monitoring, analyzing, developing, and ensuring the quality of all units and their various processes. The department includes economists, HR partners, board secretaries/registrars, development leaders, administrators, the medically responsible nurse (MAS) who also serves as the medically responsible person for rehabilitation (MAR), and the socially responsible coordinator (SAS). The unit for Digital Development and System Administration is also organized within this operational area, led by a unit manager.

From July 1, 2026, new legal requirements will apply, meaning municipalities must have a Medically Responsible Person for Rehabilitation (MAR) who is a licensed occupational therapist or physiotherapist. Vänersborg Municipality is now seeking you who wants to take strategic and professional responsibility for developing and ensuring quality, patient safety, and legal security within municipal rehabilitation. The MAR role is also a key role and is involved in the transition to "Good and Close Care," where rehabilitation is a central part of strengthening the individual's function, independence, and quality of life. As MAR, you play an important role in developing rehabilitation so that it is person-centered, cohesive, and accessible close to the citizen, often in the individual's home or ordinary housing.

Responsibilities

As MAR, you have overall medical responsibility for municipal health and medical care within the rehabilitation area. The assignment involves ensuring that operations are conducted in accordance with current laws, regulations, and national guidelines, as well as the requirements of the Health and Medical Services Act (HSL).

You are an expert in rehabilitation and assistive device issues, and you support managers and licensed professionals in complex cases and during care transitions. Your work is based on evidence, learning, and improvement. You work strategically and long-term to develop municipal rehabilitation. You analyze risks, deviations, and quality data with the ability to see patterns and connections to strengthen patient safety. You file reports with the Swedish Inspectorate for Health and Care (IVO).

Together with the Medically Responsible Nurse (MAS), you will hold together the medical responsibility and create robust processes, clear working methods, and shared learning throughout the organization.

In addition to close collaboration with our MAS, you also collaborate with SAS, operational managers, unit managers, licensed staff, and external partners such as the region.

The assignment as MAR includes among other things:

  • Ensuring quality and patient safety within rehabilitation measures in municipal health and medical care.
  • Developing, following up on, and revising governing documents such as instructions and routines.
  • Following up on deviations, risk events, and Lex Maria within the rehabilitation area.
  • Participating in systematic quality and improvement work and being a driving force in producing the Quality and Patient Safety Report with a focus on Rehabilitation.
  • Supporting and providing expert advice to managers and licensed staff.
  • Collaborating internally and externally for cohesive and good care and rehabilitation.
  • Monitoring and implementing changes in legislation, regulations, and national knowledge support.
  • Actively contributing to the transition to Good and Close Care, where rehabilitation measures are person-centered, preventive, and provided close to the citizen.
  • Supporting the development of cross-professional collaboration and clear division of responsibility between the municipality and the region within the rehabilitation area.

The position is full-time and is distributed such that the MAR assignment corresponds to approx. 50%, and the remaining time involves work with other quality and development tasks within the administration's various areas.

Qualifications

We are looking for you who are a licensed occupational therapist or physiotherapist and have extensive experience in municipal health and medical care. You should have good knowledge of relevant legislation, such as the Health and Medical Services Act, the Patient Safety Act, and the National Board of Health and Welfare's regulations. You have experience and/or understanding of management systems, quality work, and patient safety. Particularly meritorious is previous experience as MAR, operational developer, leadership experience, and collaboration with municipalities and regions.

We want your personal qualities to be characterized by taking initiative and being stimulated by contributing to an efficient and quality-conscious organization. You enjoy working in groups with others to complete tasks and achieve goals, and you are good at collaborating with the common mission in focus. Furthermore, you have good analytical skills and can effectively identify and analyze the core of complex problems, as well as propose possible solutions. You must have fluent Swedish language skills with very good ability to express yourself in speech and writing. We place great emphasis on personal suitability.

A B-driving license is required.
