We are currently looking for a Strategic IT Procurement Specialist for a project with a vital actor in the energy sector.

Our client is in a phase of rapid growth with extensive investments to develop and modernize critical infrastructure related to energy supply. Along with this, the need for advanced IT solutions and digitalization is increasing to ensure a stable and future-proof operation. The assignment also involves supporting the procurement organization with questions related to public procurement and relevant regulations.

Role and Responsibilities

In this role, you are independently responsible for driving and executing procurements, primarily within IT and system solutions, but also in other areas as needed. You work closely with internal stakeholders and external suppliers in a role that requires both business acumen and collaboration skills.

Key Tasks

• Drive and develop procurement strategies

• Responsible for conducting market analyses (RFI)

• Prepare and design procurement documentation

• Ensure structured evaluation processes

• Support the business in defining requirements

• Ensure compliance with current laws and internal processes

• Participate in and contribute to the development of the procurement function

• Lead negotiations and follow up on contracts and suppliers

• Support and coach colleagues in strategic procurement and public procurement

• Provide expertise in procurement-related questions and consultation processes

Requirements

• Extensive experience in public procurement (at least 10 years)

• At least 5 years of experience independently driving IT procurements within the public sector

• At least 5 years of experience independently leading and executing procurements within public operations according to LUF (Public Procurement Act)

• Experience with at least one security-classified procurement

• Experience independently driving and completing at least ten procurements according to negotiated procedures, including conducting negotiations with bidders and suppliers

• The consultant must have at least five years of experience leading and supporting colleagues in strategic procurement and public procurement

• Fluent in Swedish and English, both verbally and in writing

• University degree in Law, Economics, or Engineering

Preferred Qualifications

• Legal degree

• At least 3 years of experience developing and analyzing contract structures for IT systems and services

Security clearance and background check are required before the start of the assignment.

End date: 2027-09-30. Possibility of 1+1 year extension until 2029-09-30
