Job Description
The client is in an expansion phase characterized by large investments aimed at expanding and renewing Sweden's electricity transmission grid to meet the energy transition. The transmission grid is to be expanded with a large number of kilometers of new power lines as well as many new substations. This growth also requires procurement of complex IT solutions for a secure power system as well as digitalization within the client's operations. The assignment also includes acting as support to the purchasing department in matters concerning public procurement and the Swedish Public Procurement Act (LUF), as well as responding to remiss cases related to procurement.

Role and Responsibilities
You independently lead and conduct procurements within IT and system solutions for Svenska Kraftnät's core operations. You independently lead and conduct procurements within construction/contracting. You independently lead and conduct procurements within other categories, e.g., consultants, indirect materials, and corrective measures for the power system, if needed. Your role is very social, and your work will be performed in close collaboration with other employees in the purchasing unit, many parts of the client's business, as well as many external suppliers and actors.

The assignment includes the following tasks:

• Lead the work on developing procurement strategies.
• Lead the work on conducting RFIs (Requests for Information).
• Lead the work on developing and formulating request for proposals (RFP) documents.
• Lead the work on developing a process for evaluating bids.
• Support and sometimes lead the buyer in developing requirements.
• Conduct handover of finished contracts to the buyer and act as support to the buyer during the contract period if needed.
• Continuously ensure that Svenska Kraftnät's processes and legal requirements in the procurement process are followed (LUF).
• Contribute to business development within Purchasing in general.
• Lead and support less experienced colleagues within strategic purchasing and public procurement.
• Lead negotiations and follow-up of contracts with the supplier during the implementation phase and commissioning.
• Support and competence-develop the entire purchasing department in matters concerning public procurement and LUF, as well as respond to remiss cases related to procurement where the client may come in with answers.

Requirements

1. Experience of and having worked with public procurement for at least 10 years.
2. At least 5 years of experience in independently leading and conducting IT procurements within public operations.
3. At least 5 years of experience in independently leading and conducting procurements within public operations according to LUF.
4. Experience of having conducted at least one security-classified procurement.
5. Have led and conducted at least 10 procurements according to negotiated procedure, including negotiations with bidders and suppliers.
6. The consultant must have at least 5 years of experience in leading and supporting colleagues within strategic purchasing and public procurement.
7. The consultant must master Swedish and English fluently in speech and writing.

Merits

• Law degree.
• At least 3 years of experience in developing, analyzing, and developing contract templates for IT systems and services.
